교육정책 문서에서의 돌봄 담론 분석

국문 초록

연구목적: 이 연구는 교육정책 문서의 텍스트를 통해 돌봄 담론을 분석하여, 교육정책에서 돌봄을 바라보는 관점과 현상을 발견하는 것을 목적으로 하였다. 연구방법: 이를 위해 2022년부터 2024년까지 3년간 발표된 교육부와 시도교육청의 교육정책 문서 54종에서 ‘돌봄’ 단어가 포함된 문단의 텍스트를 연구자료로 채택하였다. 출현 빈도, 동시출현 빈도, TF-IDF로 텍스트 마이닝 분석을 실행한 다음 담론 분석을 하였다. 연구결과: 그 결과 첫째, ‘돌봄’, ‘운영’, ‘지원’, ‘교실’, ‘방과후교육과정’의 출현 빈도가 높고, 행정 행위, 기관, 공간, 프로그램, 시간, 서비스와 수요를 나타내는 단어가 자주 등장했다. 둘째, 우리나라 교육정책 문서에서 돌봄은 ‘공적 돌봄으로 이름 붙인 분업’, ‘생애 초기로 집중되는 돌봄 처방’, ‘교육기관에 더 머무르는 신체적 돌봄’, ‘수요자의 요구에 뒤따라가는 돌봄 서비스’, ‘돌봄 책무의 연계와 시범적 협력’으로 드러남을 확인하였다. 논의 및 결론: 이 연구에서는 어린이의 시간을 위한 교육･돌봄의 실천적 개념 형성과 상생적 교육･돌봄 체계 구축을 위한 논의를 제공하였다. 그리고 부모, 아동, 교사, 기관, 지역과 사회가 모두 건강하게 살아가는 데 있어 돌봄이 교육과 통합되는 방식은 현재 사회서비스적 접근에서 사회 보편적 행위로 확장되어야 함을 시사하였다. 돌봄이 교육으로 통합되는 방식과 내용은 윤리적 차원에서 고려되어야 할 것이다.

영문 초록

Purpose: The purpose of this study was to analyze the discourse on care through the text of educational policy documents and discover the perspectives and phenomena of care in education policy. Method: For this purpose, the text of paragraphs containing the word ‘care’ from 54 educational policy documents of the Ministry of Education and provincial and provincial offices of education published over three years from 2022 to 2024 were selected as research data. Text mining analysis was performed followed by critical discourse analysis. Results: As a result, first, the frequency of occurrence of ‘care’, ‘operation’, ‘support’, ‘classroom’, and ‘after-school curriculum’ was high, and words expressing services and demand appeared frequently. Second, in Korea's educational policy documents, care refers to ‘division of labor named public care’, ‘care prescription focused on early life’, ‘physical care that stays longer in educational institutions’, ‘care services that follow the needs of consumers’, It was confirmed that it was revealed as ‘linkage of care responsibilities and pilot cooperation’. Conclusion: In this study, discussions were provided to form a practical concept of education and care for children's time and to establish a win-win education and care system. In addition, it was suggested that the way in which care is integrated with education so that parents, children, teachers, institutions, regions, and society can all live healthy lives should be expanded from the current social service approach to a universal social action. The method and content of how care is integrated into education should be considered from an ethical level.
