도심항공교통 (UAM)의 효과적 도입방안에 대한 연구 : 안전 확보와 활성화를 중심으로

국문 초록

4차 산업혁명의 본격적인 성장과 함께 다양한 분야에서 새로운 기술이 도입되고 있다. 특히, 드론(Drone)은 4차 산업혁명의 핵심기술로 각광을 받고 있으며, 다른 기술과 융합되 어 그 용도와 범위가 점점 확대되고 있다. 드론이 택배와 같은 물류를 운송하는 수단에서 진화하여 드론 택시나 드론 자가용과 같이 사람을 이동하는 차세대 교통수단으로 전환되 고 있다. 드론 등 무인 항공기나 소규모 항공기를 활용하여 사람과 화물을 운송하는 도시 교통체계가 바로 도심항공교통 (Urban Air Mobility)이다. 도심항공교통 (UAM)을 도입하기 위해서는 드론법을 개정하거나 별도의 법률을 제정할 필요가 있다. 또한 초기 드론산업의 육성을 위해 특례를 부여한 것처럼 도심항공교통 (UAM)에도 사업 활성화를 위한 특단의 조치가 요구된다. 아울러 도심항공교통 (UAM)은 물류뿐만 아니라 사람의 운송수단이 되 므로 별도의 감항인증과 기체에 대한 기준이 신속하게 제정되어야 할 것이다. 마지막으로 시민들의 도심항공교통 (UAM)의 안전성에 대한 우려도 해소하려는 노력이 필요하다. 본 연구는 문헌 연구 및 관련 제도 분석에 집중을 하였으나, 전문가 인터뷰, 국민들의 인식 조사 등은 실시하지 못한 한계가 있다. 후속연구에서는 이러한 부분과 함께 구체적인 법령 정비 등을 포함하여 정책 발전에 제언하도록 하겠다.

영문 초록

With the full-scale growth of the Fourth Industrial Revolution, new technologies are being introduced in various fields. In particular, drones are attracting attention as a core technology of the Fourth Industrial Revolution, and their uses and scope are expanding by converging with other technologies. Drones have evolved from a means of transporting logistics such as couriers to a next-generation means of transportation that moves people, such as drone taxis and drone cars. Urban Air Mobility is an urban transportation system that uses unmanned aircraft or small aircraft such as drones to transport people and cargo. In order to introduce urban air transportation, it is necessary to revise the drone law or enact a separate law. In addition, special measures are required to revitalize the business of urban air mobility, just as special exceptions were granted to foster the early drone industry. In addition, since urban air mobility is a means of transportation for people as well as logistics, separate airworthiness certification and standards for aircraft should be established quickly. Finally, efforts should be made to resolve citizens' concerns about the safety of urban air mobility. This study focused on literature review and related system analysis, but did not include interviews with experts and surveys of public perceptions. It is necessary to include these aspects in future studies.
