동남권 지역 청년층의 대학 입학 및 취업, 대학원 진학 관련 지역 이동 실태 분석

국문 초록

본 연구는 대졸자 직업이동경로조사 2018년도 조사자료(2018GOMS)를 활용하여 동남권 청년층의 지역 이동 실태를 1차 유출(대학 진학 및 편입학)과 2차 유출(취업 및 대학원 진학)으로 나누어 파악함으로써 청년층의 다양한 지역 이동 경로 및 실태를 분석하고 이에 기반한 정책적 시사점을 도출하고자 하였다. 분석 결과, 동남권에서 수도권 및 기타 지역 대학으로 고졸자 순유출이 나타났으며, 동남권 내에서는 울산 및 경남의 고졸자들이 부산의 대학으로 순유출되었으며, 동남권 대학에서 수도권 대학으로 편입학을 통한 순유출이 나타남을 확인하였다. 또한 동남권에서 수도권으로 대졸자들의 취업 및 대학원 진학 관련 순유출이 나타났으며, 동남권 내에서는 부산 지역 대졸자들이 취업을 위해 울산 및 경남으로 순유출되는 경향이 있음을 확인하였다. 본 연구는 이상의 분석 결과를 토대로 동남권 청년층의 수도권 유출을 완화하고, 지역 인재들을 유치하기 위하여 동남권 대학들의 교육 연구, 학생 지원을 강화할 필요가 있으며, 지역 인재 유치를 위한 보다 적극적인 차별 수정 정책이 필요함을 제안하였다.

영문 초록

This research aimed to explanatorily investigate the path and aspect of the inter-regional brain drain of Korean youth for college enrollment and employment utilizing ‘2018 Graduates Occupational Mobility Survey(GOMS) dataset focusing on the Southeast area of Korea. To achieve the purpose of this study, we analyzed the first brain drain which includes the outflow of human resources due to the college entrance, and then the second brain drain involving the regional movement for employment or graduate school entrance. The results of this study showed that there were obviously net outflows of college students from southeast area to metropolitan area, and within the southeast area youths of Ulsan and Kyungnam were more likely to move to Busan for college entrance. Furthermore, there were net outflows of college graduates for employment from southeast area to metropolitan area as well. Meanwhile, the college graduates of Busan were more likely to be employed by the job located in Ulsan and Kyungnam. Based on the above results, this study provided that it is needed to enhance the education, research and student support competency of regional colleges, and establish more assertive ‘affirmative action’ policy to retain regional youth in the original areas.
