학교폭력 축소･은폐 원인에 대한 질적 사례 분석

국문 초록

이 연구의 목적은 학교폭력 축소･은폐의 원인을 탐색하는 것으로, 이를 위해 최근 10년 이내에 학교폭력 축소･은폐를 목격한 경험이 있는 전･현직 학교 교원 5명을 대상으로 심층 면담을 실시하고, 언론을 통해 보도되거나 정부 공식 문건에서 인용된 3건의 사건 자료를 수집해 질적 사례 분석을 실시하였다. 분석 결과, 학교폭력 축소･은폐가 발생했던 학교에서는 ‘두려움’과 ‘무력감’이라는 정서가 만연해 있고, ‘부도덕함’이 발현되고 있었다. ‘두려움’은 보상을 잃거나 어렵고 많은 양의 업무를 맡게 될 것이라는 피해에 대한 두려움, 학부모 또는 전 국민으로부터의 비난에 대한 두려움, 교내에서나 교직사회에서의 소외에 대한 두려움이었다. ‘무력감’은 교사가 교장 혹은 학생･학부모와의 권력 불균형 속에서 경험하는 권력 상실로 인한 무력감, 사안 규명의 어려움과 제도의 실효성 및 적정성의 의문으로부터 오는 희망 상실로 인한 무력감이었다. ‘부도덕함’은 개인적 이익을 중요시 여기는 구성원들에 의해 나타나고 있었으며, 이러한 구성원들이 모였을 때 더욱 크게 촉발되는 경향이 있었다. 이러한 분석 결과 및 논의를 바탕으로 학교폭력에 대한 결과보다는 해결 과정에 주목하는 방향으로 정책을 설계하고, 학교가 학교폭력 사안 처리의 주체로서 적합한지에 대해 다시 검토할 필요가 있음을 제언하였다. 그리고 교사가 관계 악화에 대한 두려움으로 진실을 밝히는 데 주저하지 않도록 방안을 모색하고, 학교에 대한 사회심리학적 분석을 통해 정책 수립 시 장기적 관점에서 발생할 득과 실을 판단할 수 있도록 하는 후속 연구들이 요구된다.

영문 초록

The purpose of this study is to reveal why schools conceal school violence. For this purpose, a qualitative case study was implemented by conducting in-depth interviews with five former and current school teachers who had witnessed cases of schools’ concealment of school violence within the past 10 years, and by collecting data on three cases reported through the media or cited in official government documents. The results of the study are as follows. Fear and helplessness are prevalent emotions in schools where school violence was concealed, and immoralities were manifested. “Fear” was of loss of compensation or damage to take on a difficult and large amount of work, of blame from students’ parents and the whole country, and of alienation from school or society of teaching profession. “Helplessness” was caused by the loss of power experienced by a teacher in the power imbalance with the principal, students, and parents, and the loss of hope from difficulty in identifying the case and questions about the effectiveness and adequacy of the system. “Immoralities” is triggered by individuals who value personal interests and become bigger when the individuals gather, and it seemed to be reinforced by fear and helplessness. Based on the results of this analysis and further discussion, it was suggested that it is necessary to devise a policy centered on the resolution process rather than the results of school violence. It also needs to be re-examined whether schools are appropriate as the subject of handling school violence cases. In addition, finding ways to help teachers disclose the truth without hesitation due to fear of damaging relationships was proposed. Finally, studying the benefits and losses of policy-making from a long-term perspective through social psychological analysis of schools is also necessary.
