탈시설 장애인의 주거이동 패턴 분석

국문 초록

이 연구는 탈시설 장애인이 거주시설에서 나와 지역사회에 정착하는 과정에 초점을 두고, 사례연구 방법을 통해 주거이동 패턴의 유형과 그 특징을 분석하였다. 탈시설 후 지역사회에 거주하고 있는 장애인 25명이 연구에 참여하였으며, 당사자와 사례담당자에 대한 면접 조사를 통해 출생에서부터 현재까지의 모든 주거이동을 조사하였다. 주거이동 패턴은 크게 주거 형태의 이동 패턴과 주거이동의 핵심 동기에 의한 패턴의 두 가지 단위로 분석되었다. 주거이동 패턴을 분석하고 유형화한 결과, 주거 형태의 이동에서는 ‘전환주거를 통한 탈시설 패턴’, ‘그룹홈을 통한 탈시설 패턴’, ‘독립적 탈시설 패턴’, ‘재입소 후 독립주거 패턴’이 도출되었다. 주거이동의 핵심 동기에 의한 패턴은 경제활동, 주거 환경, 가족 형성, 사회적 관계를 핵심 동기로 하는 패턴으로 유형화되었다. 이러한 결과는 필요한 주거 형태와 주거이동의 동기에 따라 차별화된 탈시설 지원 접근이 필요하다는 것을 의미한다. 분석 결과를 바탕으로 장애인에 대한 탈시설 지원에서 고려해야 할 몇 가지 정책적․실천적 제안을 제시하였다.

영문 초록

This study focused on the characteristics of housing movement among persons with disabilities who left residential institutions and analyzed the housing movement patterns through a case study method. Twenty-five persons with disabilities living in the community after experiencing deinstitutionalization participated in this study, and all housing movements from birth to the present were investigated through interviews with the persons with disabilities and the case manager. The pattern of housing movements was classified by two perspectives: patterns by the housing type and the core motives of housing movement. As a result of the typology of housing movement patterns, in terms of the housing type, deinstitutionalization through transitional housing, deinstitutionalization through group-home, independent deinstitutionalization, deinstitutionalization after re-entry patterns were derived. And the core motives of housing movement were categorized as labor participation, residential environment, family formation, and social relations. These results imply that a differentiated approach to support for deinstitutionalization is needed according to the required housing type and motive for housing movement. Based on the results of the analysis, several policy and practical suggestions to be considered in the support for deinstitutionalization were presented.
