국문 초록

본 연구의 목적은 정신재활시설 이용자들이 인식하는 복지 서비스 중요도와 실행도를 기반으로, 확충되어야 할 복지 서비스의 우선순위를 탐색하는 것이다. 연구목적 달성을 위해 정신재활시설 299개소의 이용자 607명을 대상으로 수집된 데이터를 분석하였다. 정신건강복지법에 규정하고 있는 복지 서비스를 소득, 주거, 고용, 교육, 신체 및 정신건강, 사회참여 부분의 영역으로 구분하고 영역별 세부 서비스의 차이를 확인하기 위해 서비스 ‘중요도-실행도 분석(importance-performance analysis, IPA)’을 활용하였다. 주요 연구결과는 다음과 같다. 첫째, 복지 서비스에서 중요도는 높으나 실행도가 낮아 집중노력전략이 요구되는 서비스는 소득과 주거 및 고용 지원서비스인 것으로 나타났다. 둘째, 복지 서비스에서 중요도와 실행도가 모두 높아 지속유지 전략이 요구되는 서비스는 신체와 정신건강 및 사회참여 지원서비스로 나타났다. 셋째 점진적으로 개선할 복지 서비스 영역으로는 교육서비스 분야로 인식되었다. 결과를 바탕으로 이용자 중심의 복지 서비스 확충 및 지원을 위한 실천적 정책적 함의를 논하였다.

영문 초록

The purpose of this study is to examine the priority of welfare service expansion based on the needs and sufficiency of welfare services perceived by consumers using community rehabilitation agencies. In order to achieve the purpose, we analyzed the data collected from 607 consumers in 299 community rehabilitation agencies. As stipulated in the Mental Health and Welfare Act(MHWA), we divided welfare services into income, housing, employment, education, physical-mental health, and social participation. In order to identify the priority of welfare service expansion, we applied importance-performance analysis (IPA) involving the needs and sufficiency of each welfare services stipulated in the MHWA. Key findings are as follows. First, services that that are high in needs but low in sufficiency included income, housing, and employment support service, requiring intensive efforts and strategies for expansion. Second, services that are high in both needs and sufficiency included physical-mental health and social participation support service, requiring continuous efforts to meet the needs of consumers. Third, welfare services related to education was identified as a service that should be gradually improved. Based on the results, we discussed implications for policy and practice to expand consumer-centered practical welfare services.
