북한 아동기 발달장애 진단 및 지원 서비스에 관한 탐색적 연구

국문 초록

본 연구는 북한의 아동기 발달장애 진단 및 지원 서비스 현황을 이해하고자 수행되었다. 이를 위해 북한 장애인 관련 논문과 북한에서 발간되어 유입되는 각종 문헌과 법률을 수집하였다. 본 연구 결과는 다음과 같다. 현재 북한에서는 아동기 발달장애를 지능장애, 발육조절장애어린이, 자폐증을 포함한 ‘발육장애어린이’로 정의하고 있다. 또한 북한의 아동기 발달장애를 진단하는 진단체계는 세계보건기구가 발간하는 ICD(International Classification of Diseases, 국제질병분류)-10를 사용하고 있으며, 지적장애와 자폐증에 대한 진단도구가 있으나 남한과 국제사회에 비해 매우 미비한 수준이다. 북한 아동기 발달장애 지원서비스 관련법령으로는 장애자보호법, 아동권리보장법, 어린이보육교양법이 있다. 북한 아동기 발달장애를 위한 지원서비스 전달체계는 조선장애어린이회복원, 문수기능회복원, 옥류아동병원을 중심으로 현재 평양에만 구축되어 있다. 또한 북한 아동기 발달장애를 위한 지원서비스 제공인력은 현재 공교육 과정에서 양성되고 있지 않으며, 국제사회의 협력을 통해 워크샵과 북한 내부적인 세미나로 확충해가고 있다. 향후 국내 아동기 발달장애 학계에서는 남북한 관계개선 및 교류협력 시기에 대비하여 북한의 아동기 발달장애 영역에 대한 이해 및 지원 방안에 대한 체계적인 논의가 제안된다.

영문 초록

This study was conducted to understand the status of diagnosis and support services for childhood developmental disabilities in North Korea. For this purpose, papers on the disabled North Koreans and various documents and laws published in North Korea were collected. The results of this study are as follows. North Korea defines childhood developmental disabilities as children with developmental disabilities , including intellectual disability, developmental regulation disorders, and autism. Also the diagnostic system for childhood developmental disorders in North Korea uses ICD (International Classification of Diseases)-10, published by the World Health Organization, and there are diagnostic tools for intellectual disabilities and autism, but the system is very small compared to South Korea and the international community. The current status of developmental disabilities in North Korea is not known precisely, and laws related to support services include the Disabled Persons Protection Act, the Children s Rights Guarantee Act, and the Child Care and Education Act. North Korea s support service delivery system for developmental disabilities in childhood is currently only established in Pyongyang, centering on the Joseon Disabled Children Restoration Center, Munsu Function Restoration Center, and Okryu Children s Hospital. In addition, human resources providing support services for developmental disabilities in North Korea are not currently being fostered in public education courses, and are being expanded through workshops and internal seminars in North Korea through cooperation with the international community. In the future, academia with developmental disabilities in childhood needs to discuss ways to understand and support North Korean children s developmental disabilities in preparation for the improvement of inter-Korean relations and the timing of exchange and cooperation.
