미등록 정신장애인의 장애등록 경험에 관한 탐색적 연구

국문 초록

본 연구는 가장 낙인과 편견이 심한 ‘정신적 어려움으로 일상생활 및 사회참여 제약을 경험하고 있는 미등록당사자’들을 대상으로, 장애등록이라는 제도에서의 배제의 경험과 장애등록의 의미를 이해하기 위해 일반적 질적연구방법을 활용하여 연구를 실시하였다. 총 9명의 정신적 어려움을 가진 미등록당사자를 대상으로 정신장애 등록 과정의 경험, 정신장애등록이 일상적 삶에 미치는 영향, 정신장애등록과 관련된 정책적, 제도적 변화 등의 내용으로 초점집단인터뷰를 통해 자료를 수집하였다. 분석결과 ‘미등록당사자가 경험하는 정신적 어려움으로 인해 형성되는 비가시적 사회적 장벽’, ‘삶의 다양한 영역에서 발생하는 제약에서 벗어나기 위해 뛰어들 수밖에 없었던 정신장애등록제도’, ‘정신장애등록제도로 들어가기 위한 당사자의 발버둥과 좌절의 경험들’, ‘정신적 어려움을 겪고 있는 미등록당사자의 삶의 질 향상을 위해 필요한 담론의 변화’라는 4개의 핵심범주와 11개의 하위주제가 도출되었다. 이를 통해 첫째, 정신장애등록제도의 개편, 둘째, 정신적 어려움을 겪고 있는 미등록당사자의 일 욕구에 대해 대책을 강구, 셋째, 정신적 어려움을 경험하고 있는 미등록 당사자를 포괄할 수 있는 복지서비스 확충, 넷째, 정신적 어려움을 겪는 미등록당사자의 차별금지 및 권리보장에 초점을 둔 지원체계 구축이 요구됨 등의 함의를 제시하였다.

영문 초록

This study conducted an exploratory study using general qualitative research methods to understand the experiences associated with mental disorder registration of disabled with mental difficulties. A total of nine mentally patients were interviewed on the experience of the mental disability registration process, the impact of mental disability registration on their daily lives, and policy and institutional changes related to mental disability registration. According to the analysis, four key categories and 11 sub-topics were non-visible social barriers formed by unregistered disabled”, mental disability registration system that forced them to jump out of constraints in various areas of life”, experiences of frustration and frustration” and change in discourse”. Through this, We propose as follows. First, It needs to measures to deal with the needs of unregistered disabled. Secondly, It needs to expand welfare services to cover unregistered disabled experiencing mental difficulties. Thirdly, It needs to reform of the mental disability registration system. fourthly, It needs to Establish a support system focused on preventing discrimination and rights.
