국문 초록

연구목적: 2013년부터 2017년까지 추진되었던 「제4차 특수교육 발전 5개년 계획」을 중심으로 특수정책의 체계적인 평가와 종합적인 논의를 통해 특수교육정책에 관한 정책적 시사점을 얻는 데 그 목적이 있다. 연구방법: 「제4차 특수교육 발전 5개년 계획」의 평가연구에 적합한 정책평가 연구모형을 개발하였고, 이를 보완하기 위하여 문헌 조사와 설문 조사를 통하여 연구를 수행하였다. 본 연구는 정책형성, 정책집행, 정책결과평가, 정책평가 및 환류 평가의 단계별 평가와 이를 종합적으로 논의한 종합평가 순으로 진행하였다. 연구결과: 「제4차 특수교육 발전 5개년 계획」의 정책은 양적인 성과지표는 달성했으나 질적인 효과와 수요자의 만족도는 낮았다. 서울지역에 특수학교에 근무하는 특수교육교원과 특수교육대상자의 보호자를 대상으로「제4차 특수교육 발전 5개년 계획」의 효과성, 정책이해도, 만족도를 조사한 결과 중도장애를 가진 특수교육대상자들을 위한 정책목표는 달성하지 못한 것으로 조사되었다. 설문 조사를 실시하여 정책목표 달성의 효과성을 분석한 결과, 질적인 효과는 미흡한 것으로 나타났다. 특수교육 정책에 대한 이해도를 설문조사한 결과 정책이해도는 낮은 것으로 나타났다. 만족도 조사에서도「제4차 특수교육 발전 5개년 계획」의 정책에 대해 만족하지 않는 것으로 나타났다. 논의 및 결론: 향후 연구를 위한 제언으로는 지금까지 우리나라 특수교육 정책평가 연구는 주로 정책과정과 일부 정책사업의 효과성 연구에 그치고 있으나, 향후 정책이론, 정책인과모형의 타당성 검증 연구로 확대될 필요가 있다. 또 특수교육 정책에 대한 효과성과 만족도, 그리고 정책이해도는 전국적인 규모로 특수학교 뿐 만 아니라 통합교육을 포함하여 특수교육대상자 전반을 대상으로 하는 후속 연구가 필요하다. 끝으로 특수교육대상자 중에서 소수이고, 더 많은 지원과 배려가 필요한 중도장애학생을 지원하기 위한 정책도 병행하여야 한다.

영문 초록

Purpose: The purpose of this study is to obtain policy implications regarding special education policy through systematic evaluation and comprehensive discussion on 「The 4th Five-Year Plan for Special Education Development」, which was implemented from 2013 to 2017. Method: For this study, a policy evaluation research model that is suitable for policy evaluation was developed, and research was conducted through literature review and questionnaire survey. This study proceeded in the order of policy formation, policy implementation, policy outcome evaluation, policy evaluation and feedback, and the comprehensive discussion was followed. Results: The policy of 「The 4th Five-Year Plan for Special Education Development」 have been achieved quantitative performance indicators, but the quality indicators and user satisfaction on the policy have been indicated low. In the results of survey on effectiveness and satisfaction on 「The 4th Five-Year Plan for Special Education Development」 targeted at the special education teachers and caregivers in Seoul, special education policies for students with severe and moderate disabilities were found that the policy objectives have not been achieved. As a results of the survey on policy objectives achievement, qualitative effects indicated insufficient. A survey on the understanding of special education policy showed that the level have been low. Also, the satisfaction survey figured out the respondents were not satisfied with 「The 4th Five-Year Plan for Special Education Development」. Discussion: Korea special education policy evaluation studies have been mainly focused on the policy implementation and the effectiveness evaluation. From now, policy researches on policy theory or policy validation should be conducted for the future. In addition, the special education policy evaluation are needed on an national wide scale, not only special schools but general education including inclusive education. Finally, policies should also focus on students with severe and moderate disabilities who need more support and consideration.
