시스템 이론에 기반 한 ‘숙의형 타운미팅’ 프로세스의 개념 모형 연구

국문 초록

연구목적: 본 연구는 다원화된 현대사회의 가치 충돌과 복잡한 난제를 해결하는 방안으로서, 숙의의 핵심가치를 구현하는 숙의형 타운미팅 프로세스를 개발을 목적으로 한 처방적 연구이다. 연구방법: 문헌 및 사례 연구와 시스템적 개발 전략에 따라 숙의 핵심가치를 도출하고 숙의형 타운미팅 프로세스를 설계하였다. 연구 결과: 숙의의 핵심가치로 ‘공동선’, ‘공론 형성’, ‘수평적 대화’, ‘대표성 있는 다양성’, ‘합리성’, ‘균형성’, ‘자발적 진정성’, ‘역동적 개방성’을 도출하여 비전과 목표, 공정성, 타당성, 성찰성 네 범주와 내적·외적 수준을 기준으로 구조화하였다. 이를 반영하여 숙의형 타운미팅 프로세스를 ‘<사전단계>의제 및 쟁점 결정 ⇨ <본단계>참가자 선정 ⇨ 개별 숙의 ⇨ 마음열기 ⇨ 소그룹 숙의 ⇨ 전체 숙의 ⇨ 공론 결정 ⇨ <사후단계>평가 및 결과 제안’으로 설계하였다. 특히, ‘개별 숙의⤏소그룹 숙의⤏전체 숙의’로 숙의 레벨을 점증시켜 반복 구성하고, 각 레벨별 숙의는 ‘상호이해→심층평가→의사결정’이라는 공통 하위 프로세스를 거치게 하였다. 시스템적 관점에서 설계하여 점점 깊어지는 숙의, 점점 명확해지는 의사결정, 점점 확대되는 공론형성이라는 가치 증폭을 도모하였다. 논의 및 결론: 숙의의 핵심가치와 메커니즘을 규명하고 프로세스화를 시도한 본 연구가 향후 숙의 실행뿐만 아니라 숙의 자체에 대한 더욱 심도 깊은 연구와 논의의 계기가 되기를 기대한다.

영문 초록

Purpose: This study used a prescriptive analysis framework to develop the deliberative town meeting process embodying the core values ​​of deliberation, as a way to solve value conflicts and complex wicked problems in a diversified society. Method: Through literature review, case studies and systemic development strategies, we derive core values ​​and process. Results: We derive eight core values ​​of deliberative town meeting as Common Good , Formation of Public Opinion , Horizontal Dialogue , Representative Diversity , Rationality , Balance , Voluntary Authenticity and Dynamic Openness . And each value is structured based on four categories of vision and goal, fairness, validity, and reflection, and internal and external levels. The process of Deliberative Town Meeting is designed as Determination of agenda and issues ⇨Selection of participants⇨Individual deliberation⇨Open mind⇨Small group deliberation⇨Whole deliberation⇨Public opinion decision ⇨evaluation and result proposal. The process is repeatedly composed of individual deliberation , small group deliberation , whole deliberation and each level goes through a common sub-process called ‘mutual understanding→in-depth evaluation→decision making’. Based on systemic perspective, the value is increased by gradually deeper deliberation, clearer decision making, and increasing public opinion formation. Conclusion: It is hoped that this attempt to identify and process the core values ​​and mechanisms of deliberation will provide further in-depth research and discussion about deliberation itself as well as the implementation of deliberation.
