국문 초록

본 연구는 CCTV 설치 의무화 제도로 인해 CCTV에 노출된 환경에서 근무하고 있는 원장과 보육교사, 그리고 어머니의 인식을 살펴봄으로써 어린이집 CCTV 운용에 따른 문제점을 파악하고 이를 개선하기 위한 방안과 향후 바람직한 CCTV 운용방안을 모색하고자 한다. 이에, B시에 소재한 어린이집 81곳의 원장 81명, 보육교사 324명, 어머니 324명, 총 729명을 대상으로 설문조사를 실시하였다. 그 결과, 연구에 참여한 어린이집의 원장, 보육교사, 어머니 모두 CCTV 설치 이후 효과성에 대해 상당 부분 인식하고 있으나, 긍정적 효과와 부정적 효과가 혼재되어 나타났다. 이해당사자 간의 의견 합의에 앞서 제도적으로 먼저 실행된 CCTV 운용이 어린이집에서 근무하고 있는 원장과 교사, 그리고 어린이집을 이용하고 있는 영유아의 어머니 모두의 의식 속에 긍정적으로 자리 잡고, 아동학대 예방과 더불어 보육현장에서 다양하고 효과적인 방법으로 사용되기 위해서는 교사 및 영유아 개인의 인권 및 프라이버시 침해 문제를 해결할 수 있는 방안이 함께 모색되어야 할 것이다.

영문 초록

The purpose of this study was to examine problems with CCTV installation in childcare centers and to seek reform measures and how to use CCTVs in the right way in the future by analyzing the awareness of directors and teachers who were exposed to CCTVs at work due to the compulsory requirement for CCTV installation and by analyzing the awareness of mothers. A survey was conducted on 729 people who were 81 directors, 324 childcare teachers and 324 mothers in 81 daycare centers located in a city. The collected data were analyzed by SPSS 21.0, and descriptive statistics, x2-test, Fisher exact test, ANCOVA and one-way AVOVA were used. To conduct a post-hoc test, LSD test and Scheffe test were carried out. As a result, all the directors, childcare teachers and mothers were aware of the appropriateness and effectiveness of the compulsory installation of a CCTV system in large part, but they showed mixed responses toward the effects of it. Their needs for the preparation of an ideal method for CCTV operation were strong, which was above the average, though there were some differences among the subjects. Under the circumstances that CCTVs were introduced without making a thorough preparation, how problems with the infringement of personal human rights and privacy could be resolved should discreetly be considered to help all interested parties look at CCTV operation in a positive manner and to make effective use of it in response to diverse needs without merely using it as a means of preventing child abuse.
