국문 초록

본 연구는 4차 산업혁명에 따른 미래 학습 체제 도입의 필요로 인해 IB 프로그램이 공교육 중심으로 확대됨에 따라, IBDP를 정책적으로 도입한 영국과 일본의 사례를 비교 분석하여 한국 고교 교육과정과 대학 입시 연계에 대한 정책적 시사점을 모색하고자 하였다. 영국은 사회 계층 간 교육 격차 해소와 다문화 사회로의 전환에 대응하기 위해 정부의 강력한 재정 지원을 바탕으로 IBDP를 도입하였으며, A레벨과의 점수 환산 체계를 통해 대학 입학 제도와의 연계를 강화하였다. 일본은 저출산·고령화와 내향적 사회 분위기에 따른 글로벌 인재 육성의 필요성이 대두됨에 따라, IBDP를 국제화 전략의 일환으로 적극 수용하고 AO전형을 중심으로 IB 성적 및 자격을 활용하였다. 두 국가는 모두 IBDP 성적을 대학 입학 자격으로 인정하며 공신력 있는 평가 자료로 받아들이고 있으나 그 방식에는 차이가 있다. 이 두 국가의 사례를 바탕으로, 한국 공교육에 IBDP를 도입하기 위해 국내 대학 입시 제도와의 연계 방안을 탐색하고 지속 가능한 정책적 기반을 구축할 필요가 있음을 제언한다.

영문 초록

This study aims to explore policy implications for linking Korea’s high school curriculum and university admissions system by analyzing the cases of the United Kingdom and Japan, where the International Baccalaureate Diploma Programme (IBDP) has been integrated into public education to address the growing demand for future-oriented learning systems in response to the Fourth Industrial Revolution. The UK adopted IBDP with substantial government funding to address educational disparities across social classes and adapt to a multicultural society. By establishing a score equivalence system with A-Levels, the UK strengthened the integration of IBDP into its university admissions framework. In Japan, the need to nurture global talent in response to challenges such as low birth rates, an aging population, and an increasingly inward-looking society prompted the adoption of IBDP as part of its globalization strategy. Japan actively utilizes IB scores and qualifications, primarily through its AO (admissions office) admissions track. While both countries recognize IBDP scores as valid university admission credentials and credible evaluation tools, their approaches differ. Based on these cases, this study suggests that Korea should explore ways to align IBDP with its university admissions system and establish a sustainable policy foundation to facilitate the successful implementation of IBDP in public education.
