유럽의 장기 역사와 정치 문법: 방법론적 고찰

국문 초록

이 연구의 목표는 현대 정치의 보편성과 유럽 역사의 특수성을 연결하는 적절한 방법론을 찾아보려는 시도다. 거대한 연구 어젠다의 첫걸음으로써 특히 유럽에서 장기 역사와 정치 질서 형성의 관계를 파악하려 한다. 유럽 정치 질서에 대한 이해는 고대 그리스와 로마 시대부터 시작해야만 포괄적인 윤곽을 제대로 잡을 수 있다. 하지만 기원전 5세기부터 현재 21세기 유럽연합(EU, European Union)까지 수천 년의 기간과 역사를 어떻게 파악하고 끌어안을 수 있는가. 이 논문은 첫째 유럽의 장기적 역사 경험을 지속성과 분절을 고려하여 6개의 유형으로 나누어 파악한다. 고대에는 그리스의 폴리스와 로마의 레스 푸블리카를 구분하고, 중세에는 유럽을 포괄하는 크리스천돔과 각 지역에 존재하는 킹덤이라는 유형을 살펴본다. 근대에 네이션의 부상과 현대에 코스모폴리스 질서의 형성을 강조한다. 둘째, 이상에서 구분한 6개의 유형을 포착하기 위해 어떤 개념이 적합한지 논의한다. 푸코의 담론, 쿤의 패러다임, 그리고 도킨스의 밈 개념이 방법론적으로 유효할지 각각 분석해 본다. 셋째, 브로델의 문법이라는 개념을 유럽 정치 유형에 적용할 수 있는지 검토한 뒤 그 장단점을 논의한다. 결론에서는 정치 문법의 개념을 통해 유럽 역사가 보여주는 분절성을 극복하고 20-21세기의 코스모폴리스라는 혼성 질서의 형성을 설명한다.

영문 초록

This research is an attempt to discover the appropriate methodological tool to account for the universality of contemporary politics and the peculiarity of European history. This enormous research agenda can begin with a reflection on European long-term history and the formation of her political order. The conventional understanding of European political order departs from ancient Greek and Roman experiences. But how to apprehend several millenia of history from the classical period to the European Union of the 21st century? This article firstly underlines the need to identify a limited number of types in European political order. I tentatively propose 6 historical types; the Greek Polis, the Roman Res Publica/Imperium, the Christendom and the Kingdom of Middle Ages, the modern Nation and the contemporary Cosmopolis. I secondly analyze three conceptual tools to deal with these historical types, namely the Foulcauldian discourse, the Kuhnian paradigm, and the Dawkinsian meme. After discussing the pros and cons of these tools, I finally propose the concept of Braudelian grammar to designate both the historical types and the general European political order.
