장애아동 돌봄에 관한 뉴스 기사의 텍스트 마이닝 연구: 정부 시기별 비교를 중심으로

국문 초록

연구목적 뉴스 기사는 우리 사회의 쟁점에 관한 현상, 사회구성원의 인식과 목소리, 사회 및 국가 체계의 움직임을 드러내고 공유되는 텍스트이다. 이 연구에서는 장애아동 돌봄에 대한 기사를 분석하여, 우리 사회가 이를바라보는 초점과 시선을 발견하고, 그 흐름을 분석하고자 하였다. 연구방법 이를 위해 박근혜 정부, 문재인 정부, 윤석열 정부 시기에 보도된 장애아동 돌봄 관련 기사 6,948건을 텍스트 마이닝 분석했다. 세 정부 시기별 출현 빈도, TF-IDF, 공출현 빈도를 살펴보아 시기별 흐름을 탐색하고, 전체 자료에 대한 토픽 모델링 분석을 시행하여, 장애아동 돌봄 기사가 형성하는 주제의 범주를 도출하였다. 연구결과 첫째, 박근혜 정부 시기에는 장애아동 돌봄이 복지의 영역으로 자리 잡으며 가족 지원과 학교 교육에서의 인프라 마련 노력이 드러났다. 둘째, 문재인 정부 시기에는 가족과 기관 중심의 돌봄 현상이 확인되고, 발달장애, 장애인의 생애주기, 의료체계가 초점이었다, 셋째, 윤석열 정부 시기는 발달장애와 중도중복장애가 집중적으로 다루어지며, 가족과 전담기관 중심의 정책과 돌봄-교육-의료를 아우르는 인프라에 대한 논의가 중심이었다. 넷째, 장애아동 돌봄 기사의 토픽은 ‘학습권으로 보장되어야 할 돌봄’, ‘서비스 사업으로 제공되는 돌봄’, ‘장애아동 가족의 부담을 덜기 위한 공적 지원’, ‘약속하지만 실현하기 어려운 돌봄권’으로 도출되었다. 결론 이 연구는 언론 기사에 투영되는 장애아동 돌봄에 대한 우리 사회의 현상, 인식, 목소리, 움직임, 논쟁을 확인하였으며, 돌봄을 기반으로 아동의 배움과 삶을 지원하기 위한 시사점을 제시하였다.

영문 초록

Purpose News articles are texts that reveal and share phenomena, the perceptions of society’s members, and the actions of social and state systems on social issues. This study analyzed articles on the caring of children with disabilities to discover the focus and perspective of how society views this issue, and to analyze the flow of the issue. Method The frequency of occurrence, TF-IDF, and co-occurrence of the articles during the three administrations were examined to explore the flow over time, and topic modeling analysis was conducted to derive the categories of topics. Results First, during the Park administration, the caring was positioned as a welfare issue, revealing efforts to support families and provide infrastructure in school education. Second, during the Moon administration, family-institution-centered caring appeared, and the focus was on developmental disabilities, the life cycle, and the healthcare system. Third, during the Yoon administration, the focus was on developmental disabilities and severe and multiple disabilities, and discussions on family-and institution-centered policies and infrastructure for caring, education, and healthcare were prevalent. Fourth, topics were identified as ‘caring that should be guaranteed as a right to learn,’ ‘caring provided as a service,’ ‘public support to ease the burden on families with children’, and ‘the promised but difficult to realize right to caring.’ Conclusion This study identified the current state of phenomena, perceptions, opinions, movements, and debates in our society as reflected in news articles, and suggested implications for supporting children’s learning and lives based on caring.
