국문 초록

본 논문은 주요 소방관 고립순직사고를 분석함으로써, 순직사고를 저감할 수 있는 방안을 탐색하고자 한다. 먼저, 김제(2023), 평택(2022), 울산(2021), 이천(2021), 울산(2020)의 사고의 개괄적 정보를 제시하였다. 이어서 이들 사고에서 관찰될 수 있는 순직사고의 원인 및 구조 과정의 문제점을 도출하였다: ① 급격하게 연소가 확산되었다. ② 개인안전장비 운용이 미흡하였다. ③ 2인 1조 활동 원칙을 준수하지 않았다. ④ 출동인력이 부족하고 출동대편성이 미흡하였다. ⑤ 신속동료구조팀이 형식적으로 운영되었다. 이러한 문제에 대해, 본 논문은 다음과 같이 제언한다: ① 급격한 연소 상황을 대비한 훈련 및 시뮬레이션을 실시하여야 한다. ② 개인안전장비에 대한 교육 및 실습을 실시하되, 편의성이 담보된 개인안전장비의 개발 및 보급이 요구된다. ③ 2인 1조 활동 원칙의 중요성을 강조하고, 이를 준수하지 않았을 때의 패널티를 명확히 해야 한다. ④ 농어촌 지역의 소방관 인력의 확충이 필요하다. ⑤ 신속동료구조팀의 실질적 운영 보장을 위한 조치가 수반되어야 한다.

영문 초록

This paper aims to analyze firefighter isolation fatalities and explore ways to reduce them. An overview of the accidents in Gimje (2023), Pyeongtaek (2022), Ulsan (2021), Icheon (2021), and Ulsan (2020) is presented. Then, the causes of the fatalities and the problems in the rescue processes of these accidents are identified: ① The fire spread rapidly. ② The usage of personal safety equipment was inadequate. ③ The Two-In Two-Out principle was not followed. ④ The staffing of the dispatch team was insufficient due to the lack of firefighters. ⑤ The Rapid Intervention Team (RIT) was operated in a perfunctory manner. Regarding these problems, this paper makes the following suggestions: ① Firefighters should be trained using simulations to prepare for rapid combustion situations. ② Training and practice with personal safety equipment should be conducted, and more convenient personal safety equipment should be developed and disseminated. ③ The importance of the Two-In Two-Out principle should be emphasized, and penalties should be enforced for failure to comply. ④ The number of firefighters in rural areas must be urgently increased. ⑤ Measures should be taken to ensure the actual operation of RIT.
