「신라촌락문서」의 기재 내용과 수취제도

국문 초록

이 논문의 목적은 신라촌락문서의 기재 내용을 재검토하여 신라 수취제도의 구체적 내용에 접근하는 것이다. 그 목적을 이루기 위해, 신라 수취제도와 관련한 행정 과정에서 생산되어 사용되었던 성산산성목간과 팔거산성목간에 대한 연구 성과를 바탕으로 신라촌락문서의 호구 관련 기재 내용을 재분석하였다. 그리고 다음과 같은 결론을 도출하였다. 신라촌락문서에서 수취와 관련하여 가장 중요한 내용은 호구의 수와 변동에 대한 것이다. 신라의 수취는 기본적으로 호를 기준으로 이루어졌으나, 호에 속한 정에게 부과되고 정을 기준으로 수취에 대한 행정이 이루어졌다. 이는 지방 산성 출토 신라 목간 자료를 통해서도 확인할 수 있다. 신라촌락문서에 나오는 ‘법사’와 ‘여자’는 신라 지방 산성 목간에 나오는 ‘(왕)사’의 사례를 볼 때, 사적 예속인으로 보이며, 수취를 면제받았기에 문서에 기재되었다고 판단된다. 수취가 호를 기준으로 부과되고 정이 그것을 부담하였기 때문에, 그 정이 특정한 사유로 수취에서 면제되면 해당 호에 그 사실을 적시한 것이다. 신라촌락문서와 목간 자료를 종합해 볼 때, 신라는 군급의 거점 성 단위가 예하 성·촌에서 부역을 징발하여 일부는 사용하고 일부는 보관하고 있다가, 인적·물적 자원이 필요한 다른 지역의 거점 성으로 운반하는 수취 관련 행정제도를 가지고 있었다. 따라서 신라촌락문서는 거점 성, 곧 군급에서 작성하였다고 판단된다.

영문 초록

This paper tried to approach the specific contents of the Silla's tax system by reviewing the Silla Village Register Document. For this purpose, referring to the research results of the wooden tablets from Seongsan Mountain Fortress and Palgeo Mountain Fortress which produced and used in the administrative process related to the Silla's tax system, the contents of the descriptions related to the Family unit and Individual in the Silla village register document were re-analyzed. And the following conclusions were drawn. In the Silla Village Register Documents, the most important information regarding tax collection is about the number of families and people and their changes. The tax was basically imposed on the family unit, but the actual payment obligation was levied on an individual, an adult member of the family. The results of studies on the wooden tablets excavated from the Local Mountain Fortresses of Silla also support this conclusion. The ‘BeopSa’ and ‘YeoJa’ in the Silla Village Register Document are presumed to be private subordinates when looking at the case of the ‘(Wang)Sa’ that appears in the wooden tablets from the Mountain Fortresses of the Silla region. It is believed that they were documented in this way because they were exempt from tax. This also shows that it was a system in which taxes were levied on family units and were in fact borne by the individual adults who were members of the unit. As a result of analyzing the Silla Village Register Document and the wooden tablets of Silla, it is estimated that the local administrative system of Silla was as follows. The stronghold Mountain Fortress was a Gun-level local administrative unit, which requisitioned taxes and labor from the lower local administrative units. Some of the requisitions were used by themselves, and some were stored in warehouses. And then, if there was another stronghold Mountain Fortress that requires human or material resources, the stored resources were transported there so that they could be used. Considering these conclusions, it can be said that the Silla Village Register Document was prepared by the Gun-level administrative unit.
