장애학생 교육권 보장과 통합교육 지원을 위한 ‘정당한 편의’ 제공 지표 개발

국문 초록

본 연구의 목적은 장애학생 교육권 보장과 통합교육 지원을 위한 정당한 편의 제공 지표를 개발하는 것이다. 현재까지 교육 분야에서 정당한 편의 제공을 위한 기준과 지침 마련은 부재한 상황이었다. 이에 본 연구는 정당한 편의 관련 문헌연구와 전문가 20명을 대상으로 델파이 조사를 실시하여 정당한 편의 제공의 지표를 개발하였다. 델파이 조사지 문항은 문헌분석 및 예비문항 작성과 전문가 협의로 추출되었다. 1차와 2차 델파이 조사 결과 정당한 편의의 지표가 5가지 하위영역(지원체제, 적절한 교육 및 평가, 인적 지원, 학습 보조기기 및 보조공학기기･보조견 지원, 시설･설비)의 51개 지표로 최종 개발되었다. 이 지표는 통합교육환경 에서 장애학생의 정당한 편의 제공을 위한 최소한의 기준과 지침으로 적용될 수 있다. 본 연구는 통합교육환 경에서 장애학생이 의미 있는 교육을 보장받기 위한 정당한 편의 제공이 무엇인지 구체적 기준을 국내에서 처음으로 이끌어낸 의의가 있다. 국내 통합교육의 질 제고에 본 연구 결과가 기여할 수 있기를 기대한다.

영문 초록

The purpose of this study was to develop indicators for providing reasonable accommodations for students with disabilities in order to both guarantee educational rights for students with disabilities and support inclusive education. Until now, there have been no standards or guidelines for providing reasonable accommodations in the field of education. To address this issue, we developed indicators for providing reasonable accommodations by conducting literature reviews and a Delphi survey with 20 experts. The Delphi survey questions were extracted through literature analysis, preparation of preliminary questions, and consultation with experts. As a result of the first and second Delphi surveys, the indicators for reasonable accommodations were developed, comprising a total of 51 indicators across five sub-areas (support system, appropriate education and evaluation, human support, learning and assistive technology devices and assistant dog support, and facilities and equipment). These indicators can serve as foundational standards and guidelines for providing reasonable accommodations to students with disabilities in inclusive education settings. This study holds significant importance as it pioneers the establishment of specific standards for providing reasonable accommodations in South Korea, thereby ensuring meaningful education for students with disabilities in inclusive educational settings. The findings of this study are expected to contribute towards improving the quality of inclusive education in South Korea.
