국문 초록

본 연구는 유진산(柳珍山)과 진산계의 역사적 경로를 중심으로 1960년 민주당(民主黨) 분당으로부터 1967년 신민당(新民黨) 창당에 이르는 보수 야당의 과도기를 조명하였다. 송진우(宋鎭禹), 김성수(金性洙),신익희(申翼熙), 조병옥(趙炳玉)으로 이어진 한국민주당(韓國民主黨)-민주국민당(民主國民黨)-민주당 구파의 역대 영수들은 독립운동 혹은그에 준하는 경력을 앞세워 절대적 권위를 행사하였다. 그러나 1960년조병옥의 사망은 그러한 정치문화에 마침표를 찍었다. 이에 유진산은절대적 권위의 영수를 대체할 기제로 명망과 파벌의 합작을 고안하였다. 즉, 서열상의 수위와 나름의 명망을 겸비한 윤보선(尹潽善)을 구파의 새 지도자로 추대한 후 자신의 파벌로 그를 지원하는 밑그림이었다. 이러한 유진산의 구상은 윤보선의 제2공화국 대통령 옹립, 본인의 신민당(新民黨) 간사장 취임으로 귀결되어 소기의 성과를 달성하였다. 유진산은 1963년 정치활동 재개 이후에도 재차 윤보선을 전면에 내세워 야권의 결집에 나섰다. 하지만 명망과 파벌의 분점은 곧 충돌로전화하였다. 윤보선은 김도연(金度演) 계열의 이탈과 국민의당 파동을겪으며 유진산의 파벌을 명망 확장의 걸림돌로 인식하였고, 그로부터빚어진 양자 사이의 긴장은 끝내 1964년 제1차 진산 파동으로 폭발하여 야당가에 큰 상흔을 남겼다. 결과적으로 유진산은 명망과 결별한 후철저한 파벌 단위의 합종연횡을 주도함으로써 민중당(民衆黨), 신민당(新民黨)의 중심부에 재안착하였으며, 이는 곧 명망 본위의 정치를 관철하고자 하였던 윤보선의 퇴조를 수반했다. 그러한 역사적 경험을 거치며 보수 야당에 뿌리를 내린 파벌 본위의 정치문화는 정당 난립을 극복하여 야권의 통합을 지탱하는 데 기여하였으나, 그 이면에서는 끊임없이 내적 갈등을 재생산하며 야당 정치 전반의 역량을 잠식했다.

영문 초록

This study examines the transition period of the conservative oppositionparties from the split of the Democratic Party in 1960 to the establishmentof the New Democratic Party in 1967 especially focusing on the historicalpaths of Yu Chin-san and the Chin-san Faction. Song Chin Woo, KimSeong-su, Shin Ik-hui(Shinicky) and Cho Pyong-ok, who led the KoreaDemocratic Party, the Democratic Nationalist Party and the Old Factionof the Democratic Party, exercised absolute authority within the partybased on their activities during the independence movements or equivalentsocial careers. However, Cho Pyong-ok’s death in 1960 marked the end of such apolitical culture. Accordingly, Yu Chin-san devised a coalition of thereputation and factions to resolve the political vacuum cause by the exit ofthe absolute leader. Specifically, his blueprint was to nominate Yun Po-sun,who combined a reputation and the highst rank in the party seniority, asthe new leader of the old faction and then support him with the Chin-sanFaction. This plan achieved both Yun Po-sun’s election to the presidencyof the Second Republic and Yu Chin-san’s inauguration as the secretary-general of the New Democratic Party. Even after the May 16 coup, Yu Chin-san once again supported YunPo-sun to establish the core of opposition parties. The coalition of thereputation and factions led to conflict, though. Experiencing the defectionof the Kim To-yon Faction and the People’s Party Crisis, Yun Po-sunconsidered the Chin-san Faction as an obstacle to expanding his reputa-tion. Eventually, the tension between them exploded into the First Chin-san Crisis in 1964, leading a great aftereffect on the opposition party. As a result, Yu Chin-san broke with the reputation and re-establishedhimself at the center of the conservative opposition party by leading tho-rough faction politics. On the other hand, Yun Po-sun, who tried to stickto politics based on the absolute reputation, declined rapidly. Throughsuch historical experiences, the faction-oriented political culture that tookroot in the conservative opposition party contributed to overcoming thedivision of opposition parties. However, the factional conflicts constantlyreoccurred within the party, which in turn eroded the overall capability ofthe opposition party politics, too.
