1945~1960년 시기 유진산의 정계 입문 배경과 정치 활동

국문 초록

해방 이후 유진산은 우익 청년 운동으로 활동을 시작했다. 임시정부세력과의 연계 속에서 좌익 운동을 단호하게 탄압하며 이름을 알릴 수있었다. 유진산은 청년 운동 시에 폭력적 투쟁에 회의적이었다는 증언이 있지만, 실제로는 아주 강력한 행동단체들의 지도자 역할을 하면서적극적인 활동을 벌였다. 한국전쟁 기간에는 반독재 호헌투쟁을 하다가수감되었고, 이후로는 이승만 대통령에 대해 비판적인 태도를 갖게 되었다고 한다. 이즈음 유진산은 청년 운동가에서 정치인으로 변모하고있었다. 한민당-민국당 세력과는 내밀한 관계를 지속하다가 1951년 민국당에 입당하였다. 그러나 민국당 내에서 입지가 불확실했고, 정치적후원자라 할 수 있는 조병옥이 민국당에서 이탈하자 유진산도 곧이어민국당을 탈당했다. 1954년 제3대 국회의원 선거에 고향 금산에서 무소속으로 출마한 유진산은 임영신을 꺾고 초선에 성공했다. 국회 입성후에는 이승만 독재정권에 대항하여 야권을 결집하는 역할을 했다. 이어서 1958년의 제4대 국회의원 선거에서 재선하며 민주당 원내총무에선출되었다. 1945년에서 1960년 시기의 유진산은 강력한 청년 운동으로 명성을 확고히 하여 정계에 입문하고 조병옥과의 관계 속에서 민주당 중진으로 성장해가고 있었다. 그 과정에서 유진산의 변화를 목격할수 있는데, 흔히 유진산은 타협과 권모술수에 능한 정치인으로 묘사되지만 해방 직후 시기에는 과격하고 투쟁적인 모습이 있었다는 것을 알수 있었다. 민주당 중진으로 성장한 이후 유진산의 정치는 ‘대화와 타협’이라는용어로 대표되었다. 그러나 여당과의 관계에서는 대화와 타협을 중요시한 반면 당 내부적으로는 그렇지 않았던 것은 오점이라 할 수 있다. 또한 공론장이 아닌 막후에서의 대화와 타협을 선호한 것도 한계로 지적될 것이다. 대화와 타협이 사라져 양극화가 심해지는 민주사회에서는유진산의 정치가 일정한 의미를 가질 수 있을 것으로 생각되지만, 독재정권에 맞서 투쟁해야 하는 시기에는 유진산의 정치 방식이 적절하지않았다고 평가할 수 있다.

영문 초록

After liberation, Yu Chin-san began his career as a right-wing youthmovement. In connection with the Provisional Government of the RepublicKorea, it was able to firmly suppress the left-wing movement and makeits name known. Although Yu Chin-san testified that he was skeptical ofviolent struggles during the youth movement, he actually acted as a leaderof very powerful action groups and engaged in active activities. During theKorean War, he was imprisoned for fighting for anti-dictatorship and hassince maintained a critical attitude toward President Rhee Syng-man. Bythis time, he had transformed from a youth activist into a politician. Aftercontinuing a secret relationship with the the Korean Democratic Party andthe Democratic National Party, he joined the Democratic National Party in1951. However, his position within the Democratic National Party wasuncertain, and when Cho Byung-ok, a political supporter, left the Demo-cratic National Party, Yu Chin-san also left the party soon after. YuChin-san, who ran as an independent in his hometown of Geumsan in thethird parliamentary election in 1954, beat Lim Young-shin and won hisfirst election. After entering the National Assembly, he played a role inrallying opposition forces against the dictatorship of Rhee Syng-man. Hewas then re-elected in the 4th National Assembly election in 1958 andelected as the Democratic Party’s floor leader. From 1945 to 1960, YuChin-san established his reputation as a powerful youth movement, ente-ring politics and growing into a senior member of the Democratic Party. In the process, you can witness changes in Yu Chin-san, who is oftendescribed as a politician who is good at compromising and scheming, butit can be seen that there was a radical and combative appearance in theperiod immediately after liberation. Since growing into a senior member of the Democratic Party, Yu Chin-san’s politics has been represented by “conversation and compromise.”However, while dialogue and compromise are important in relations withthe ruling party, it is a stain that is not the case within the own party. Inaddition, the preference for dialogue and compromise behind the scenesrather than public debate will be pointed out as a limitation. It may besaid that the political method of the “opposition party man” Yu Chin-sanwas not appropriate at a time when he had to fight against the dictator-ship. However, I think that Yu Chin-san’s politics can have a certainmeaning at the present time when dialogue and compromise disappear andpolarization is gradually increasing.
