발달장애 청년의 정치참여에 대한 인식과 경험 탐색

국문 초록

본 연구의 목적은 발달장애 청년을 대상으로 사회 구성원으로서의 정치참여에 대한 의식수준을 파악하고 실제적인 권리 행사 경험을 탐색하는 데 있다. 연구를 위하여 참여자 선정기준에 부합하고 면담참여에 동의한 11명을 대상으로 반구조화된 개별면담을 진행하였으며, 그 중 일부 참여자를 대상으로 집단면담을 추가로 실시하였다. 면담 결과에 대하여 지속적 비교법(constant comparative method)을 사용하여 분석하였다. 질적 분석 결과 정치참여에 대한 인식과 경험에 대한 5개의 대주제와 11개의 하위주제가 도출되었다. 논의에서는 이러한 연구결과를 바탕으로 하여 첫째, 발달장애인의 정치적 권리를 보장하고 적극적으로 권리를 행사할 수 있도록 하기 위한 주변인의 인식개선 및 지원방안 모색, 둘째, 학령기 동안 사회정치 관련 다양한 주제에 대한 학습기회를 제공함으로써 권리보유자로서의 발달장애인의 주체적 참여 독려, 셋째, 발달장애인의 유의미한 권리행사 및 정보접근성 향상을 위한 자료제작 등을 제시하였다. 본 연구는 발달장애인 당사자를 대상으로 그들의 목소리를 통해 정치참여와 관련된 인식과 경험을 알아보고 이를 통해 발달장애인의 참정권을 보장하기 위한 다각도의 노력을 살펴보았다는 데 의의가 있다.

영문 초록

The purpose of this study is to explore the perceptions and experiences of political participation for young people with developmental disabilities. The participants of this study were eleven young people with developmental disabilities. In-depth individual interviews for all the participants and a group interview for some participants were conducted. A qualitative analysis using a constant comparative method for the interviews to explore the perception and the experiences of political participation was carried out. Five main themes and eleven sub-themes were emerged from this analysis. The implications of this study were as follows: (1) finding ways to improve awareness and support to ensure the political rights of people with developmental disabilities, (2) encouraging independent participation of people with developmental disabilities as rights holders by providing learning opportunities on various topics related to social politics during school age, and (3) producing materials for improving information accessibility of people with developmental disabilities. This study is meaningful to examine the perceptions and experiences of political participation through the voices of people with developmental disabilities.
