국문 초록

테러단체의 테러 위협이 고조되고 북한의 무인기 침범 등과 같은 현실적인 위협이 증가하는 시점에 군(軍)이 테러의 가장 큰 피해 대상임에도 불구하고 군에 초점을 둔 연구는 거의 찾아볼 수가 없었다. 이에 본 연구에서는 GTD(Global Terrorism Database)를 활용하여 지난 50년간 발생한 테러 사건과 군 대상 테러 피해 데이터를 심층적으로 분석하여 군 시설 대상 테러의 실태와 위험성을 직시하고, 대안 마련을 목적으로 수행하였다. 분석결과 군의 피해 건수와 피해 비율이 증가하고 있고, 일반 테러 사건에 비해 군 대상 테러 사건의 건당 사망자 수가 더 높다는 점을 알 수 있었으며, 일반 테러 사건의 공격 유형이 폭발로 단일화되고 있는 반면, 군 대상 테러의 공격 유형은 복합적으로 발생하고 있다는 것을 파악할 수 있었다. 이러한 분석결과에 따라 피해 대상 시설의 비중에 따라 테러 대비 대안의 우선순위를 조정해야 할 필요가 있으며, 대상 시설별로 각각 방어대책을 수립하여야 할 것이다. 본 연구가 향후 군의 테러 예방대책 수립에 기초자료가 되고 후속연구를 위한 밑거름이 되길 기대한다.

영문 초록

At a time of heightened terrorism threats from terrorism organizations and increasingly realistic threats such as North Korea's drone incursions, few studies have focused on the military, despite the fact that it is one of the biggest targets of terrorism. Therefore, this study utilized the Global Terrorism Database (GTD) to conduct an in-depth analysis of terrorism incidents and military-related terrorism damage data over the past 50 years to face the reality and risk of terrorism against military facilities and to propose alternatives. The analysis revealed that the number of military victims and the percentage of victims are increasing, the number of deaths per incident is higher in military-related terrorism incidents than in general terrorism incidents, and the type of attack in military-related terrorism incidents is becoming more complex, while the type of attack in general terrorism incidents is becoming more monolithic with explosions. As a result of this analysis, it is necessary to adjust the priority of counter-terrorism alternatives according to the proportion of targeted facilities, and establish defense measures for each targeted facility. We hope that this study will serve as a basis for the military's future terrorism prevention measures and provide a foundation for further research.
