국문 초록

이 연구는 1960-70년대 경제개발 정책 가운데 공예산업정책을 분석하여, 공예가 타자를 향한 ‘근대적’ 개념으로 강화된 근거를 제시하는 데 목적이 있다. 이를 위해 수출이라는 뚜렷한 목표에 의해 ‘공예’가 재구조화된 과정을 상공부와 교통부 정책 중심으로 분석했고, 그 결과 공예는 1970년대에 이르러 ‘관광민예품’이라는 함의가 크게 강화되었음을 알 수 있었다. 산업기반이 미비한 상황에서 공예는 외화획득과 직결된 수출상품으로 부각되어 외국인의 기호를 사로잡아야 했는데, 바로 그 대안이 한국 ‘고유’의 전통적, 민속적, 토속적 요소를 내보이는 것이었다. 고도의 경제성장을 이룩한 박정희 정권은 ‘민족’ 담론을 정교한 이념 체계로 구축했고, 이때 전통 이데올로기를 효과적인 설득 수단으로 활용했다. 공예산업체가 전통을 내면세계에 각인하게 된 구체적인 정책사례로서 특히 새마을공장과 관광민예품 진흥정책을 살펴봤으며, 이데올로기적 국가장치로 기능한 한국농가공산품개발본부의 활동상 분석에 초점을 맞췄다. 이러한 분석은 오늘날 공예산업의 정책 배경을 보완할 뿐만 아니라 국가의 정책이 현재까지 미치는 영향력을 확인한다는 점에서 그 의의가 있다.

영문 초록

The study aims to present the basis for reinforcement of craft as a ‘modern’ concept towards others by analyzing the craft industrial policy from the economic development policies in the 1960-70s. In order to do so, the process of reconstructing ‘craft’ is analyzed through the policies of the Ministry of Commerce and Industry and the Ministry of Transportation. As the result, the implication of ‘tourist arts & crafts’ was strengthened in the 1970s. In the situation of poor industrial foundation, craft was highlighted as export goods that directly related to acquiring foreign currencies, and had to attract foreigners’ attention. Conscious of foreigners’ eyes, the alternative was to showcase the traditional and ethnological elements of Korea. The government of Park Junghee which achieved high level of economic growth built strong ideological system through ‘nationalism’ discourse, and used ‘tradition’ ideology as an effective mean of persuasion. Saemaeul factory and the policy promoting tourist arts & crafts are examined in particular as concrete examples of the policies that enabled craft industries to imprint the idea of ‘tradition’ as their identity. And analyzing the works of Korea Rural Industry Development Center which functioned as an ideological state apparatus is focused. These kind of analyses have significance for complementing the background of policies toward the present craft industry and confirming the influence of national policies which still affect the present.
