저출산 정책의 사각지대 해소방안에 관한 연구

국문 초록

본 연구의 목적은 우리나라와 해외 저출산 정책의 비교를 통해 저출산 정책의 사각지대에 있는 대상자에 대한 지원정책 개발 및 제도 개선안을 제시하는 것이며, 본 연구의 결과는 다음과 같다. 첫째, 일본의 경우에서처럼 결혼성사의 공공 정책과 장기 체류 외국인을 ‘생활인’신분으로 만드는 출입국관리법의 개정을 벤치마킹해야 할 필요성이 있다. 둘째, 프랑스의 경우에서처럼 가족정책의 강화로 부양 자녀를 고려하는 등의 저출산 대응정책이 필요하다. 셋째, 독일의 경우에서처럼 자녀양육가구에 대한 직접적인 지원을 중심으로 가족정책을 추진해야 하고, 일과 가정의 양립에 대한 지원을 다각도로 추진시켜야 할 필요성이 있다. 넷째, 스웨덴의 경우에서처럼 보조금만으로 문제를 해결하지 않고, 남성 육아휴직 할당제를 도입하여 남성의 육아휴직 참여율을 높이고, 육아휴직 중 충분한 급여를 지급해야 할 필요성이 있다. 다섯째, 핀란드의 경우에서처럼 아이를 가족이 받는 혜택의 중심에 두면서 복지와 성 평등(Gender Equality)을 촉진시킬 수 있어야 할 것이다. 마지막으로 덴마크의 경우에서처럼 여성의 자기 결정권을 존중하는 저출산 문제 해결 방법과 혼외 커플도 혼인한 부부와 동일한 육아지원 혜택을 받을 수 있다는 점을 고려해야할 필요성이 있다.

영문 초록

The purpose of this study is to present a plan to develop support policies and improve the system for those in blind spots of low birth rate policies through comparison of low birth rate policies in Korea and abroad, and the results of this study are as follows. First, as in the case of Japan, there is a need to benchmark the public policy of marriage and the revision of the Immigration Control Act, which makes long-stay foreigners “living people.” Second, as in the case of France, policies to cope with low birth rates are needed, such as considering dependent children due to strengthening family policies. Third, as in the case of Germany, there is a need to promote family policies centering on direct support for child-rearing households, and to promote support for work-family balance from various angles. Fourth, as in the case of Sweden, there is a need to increase the participation rate of men in parental leave by introducing a male parental leave quota system without solving the problem only with subsidies. Fifth, as in the case of Finland, it should be possible to promote welfare and gender equality while placing the child at the center of the benefits the family receives. Finally, as in the case of Denmark, it is necessary to consider how to solve the low birth rate problem that respects women's right to self-determination and that out-of-wedlock couples can receive the same childcare support benefits as married couples.
