장애인활동지원제도의 비교적 고찰

국문 초록

본 연구의 목적은 한국과 외국 장애인활동지원제도의 비교를 통해 한국의 장애인활동지원제도가 발전된 방향으로 나아가도록 개선방안을 제시하는 것으로 본 연구의 결과는 다음과 같다. 첫째, 장애인활동지원제도는 만 65세 연령 제한으로 활동지원서비스를 수급 받던 장애인이 만 65세가 되면 노인장기요양보험법에 따른 수급심사를 받아야 하고, 요양등급을 판정받게 되면 노인장기요양서비스로 강제 전환된다는 문제점이 있다. 스웨덴에서는 국민이면 장애인이든 비장애인이든 누구에게나 동등한 기회와 삶의 질을 제공하는 정책이 효과가 있었다. 그러므로 장애인활동지원 기관정보 조회 서비스의 표준화된 제공으로 관련기관 및 민간에서 쉽게 활용할 수 있도록 정보공유서비스가 제공되어 만 65세 이후에도 장애인 본인에게 적합한 지원 기관이 선정 될 수 있도록 하여야 한다. 둘째, 장애인활동지원 기관 사업의 운영과 서비스의 개선이 필요하다. 일본은 「장애인종합지원법」 제정 이후 장애인 돌봄의 양 결정 기준을 의료모델에서 사회모델로 전환하고자 하였는데 이러한 변화는 일본 정부의 자발적 노력과 장애인 당사자들의 정책 설계 과정 적극 참여가 큰 역할을 했다고 볼 수 있다. 그러므로 우리나라도 장애정책에 장애인과 기관의 적극적 참여로 복지정책을 수립해야 할 필요성이 있다. 셋째, 활동지원서비스 이용 시 발생하는 본인부담금에 대한 문제점에 대해서 개선이 필요하다. 프랑스는 장애인의 선택에 대한 존중을 통한 사회적 포용 실현이라는 정책적 의지로 성공적인 장애인활동을 지원해왔다. 그러므로 우리 정부는 활동지원 서비스 자부담에 대해 보다 더 구체적이고 합리적인 대책을 제시하여야 한다고 생각한다. 넷째, 한국의 활동지원제도도 요양 욕구가 높은 장애인과 사회활동 욕구가 높은 장애인에 대한 구분과 제도 내 서비스 개별화 전략이 필요하다. 미국은 다원 주의적인 잔여적 복지철학을 기반으로 노인이나 장애인 등의 취약계층에 대한 공적 서비스를 제공하고 있으며, 시설 지원 예산감축을 목표로 탈시설화를 진행하면서 지역복지 돌봄체계를 다원적 체계로 구성한 점을 고려하여 이를 정책에 반영할 필요성이 있다. 마지막으로 활동지원사에 대한 전문성이나 처우에 관한 문제점에 대해 돌봄서비스에 대한 지속성을 유지할 수 있는 교육체계를 구축해야할 필요성이 있다.

영문 초록

The purpose of this study is to present improvement measures to move forward in the direction of the development of the disabled activity support system in Korea and foreign countries, and the results of this study are as follows. First, the disabled activity support system has a problem in that disabled people who were receiving activity support services due to the age limit of 65 years old must undergo a medical examination under the Elderly Long-Term Care Insurance Act when they are judged. In Sweden, the policy of providing equal opportunities and quality of life to anyone, whether disabled or non-disabled, worked. Therefore, by providing standardized information inquiry services for institutions supporting disability activities, information sharing services should be provided so that appropriate support institutions for persons with disabilities can be selected even after the age of 65. Second, it is necessary to improve the operation and service of the activities support institution for the disabled. After the enactment of the Comprehensive Support for Persons with Disabilities Act, Japan tried to change the criteria for determining the amount of care for the disabled from a medical model to a social model, which can be seen as the voluntary efforts of the Japanese government and active participation in the policy design process. Therefore, Korea also needs to establish welfare policies with the active participation of the disabled and institutions in disability policies. Third, it is necessary to improve the problems of the personal burden incurred when using the activity support service. France has supported successful disabled activities with its policy will to realize social inclusion through respect for the choices of the disabled. Therefore, I think the Korean government should present more specific and reasonable measures for the pride of activity support services. Fourth, Korea's activity support system also needs a strategy to distinguish between the disabled with high desire for care and the disabled with high desire for social activities and to individualize services within the system. The U.S. provides public services to the vulnerable, such as the elderly and the disabled, based on the pluralistic residual welfare philosophy, and it is necessary to reflect this in its policy in consideration of the fact that the local welfare care system is organized into a pluralistic system while de-facilitating the budget for facility support. Finally, there is a need to establish an education system that can maintain the continuity of care services for problems related to expertise or treatment of activity support workers.
