고용창출지원세제에 관한 문제점과 개선방안

국문 초록

고용촉진을 위한 조세지원제도는 고용에 대한 경제적 유인을 지닌다는 측면에서 미국 등 각국이 도입하고 있다. 본 논문은 먼저 고용촉진을 위해 현재까지 시행하였던 조세지원제도를 살펴보고, 2010. 3월부터 정부가 시행하고 있는 고용증대세액공제제도 및 고용창출투자세액공제제도의 성과와 문제점을 분석하고 이를 기초로 조세정책 입안시 고려되어야 할 점을 살펴보았다. 우리나라의 고용을 전담하는 대부분의 중소기업은 투자여력 또는 과세소득 발생이 미미하기 때문에 투자세액공제제도는 보다는 고용창출에 대한 실질적 조세지원이 절실하다. 그리고 국제조세경쟁으로 생산시설의 국외이전이 유인되지 않도록 대기업에 대한 투자세액공제의 지원이 필요해 보인다. 또한 사용자의 책임이 없는 고용감소 이후 대체인원이 충원되어 결과적으로 고용감소가 없는 경우에도 일본의 고용촉진세제도와 같이 일정 부분 조세지원을 하는 방안도 검토되어야 한다.

영문 초록

Tax support system for employment promotion has been introduced by various countries such as the United States from the perspective of the economic incentives for employment. This paper examines the previous tax support system implemented so far for employment promotion first and analyzes the achievements and problems of the employment promotion on tax credit and the investment tax credit for job creation that the Korean government has implemented since March 2010. Based on this, considerations are made when developing the tax policy. Most of small and medium sized enterprises that take full charge of employment in South Korea desperately need practical tax support for employment creation than the investment tax credit because they have little ability to invest and insignificant taxable income. In addition, it seems necessary to support the investment tax credit for large enterprises so that overseas locations of their production facilities are not progressed due to the international tax competition. Moreover, it is necessary to consider a certain tax support such as the employment promotion tax in Japan even if there was no job loss in the end because substitutes are recruited after job loss without employer responsibility.
