공공데이터분석을 통한 범죄안전도시 구축의 제언

국문 초록

우리나라는 심각한 주거난에 수도권 외곽으로 위성도시를 만들었고 최근 新도시 개발을 통한 주거정책이 이루어지고 있다. 그러나 안전을 위한 정책집행이 미온적으로 되고 있는 현실이다. 최근 개발된 화성시의 경우 인구증가가 두드러지게 나타났다. 인구증가는 범죄발생의 원인이고 시작이라 할 수 있다. 그러나 치안유지를 위해 경찰청 정책을 중심으로 인구수 대비 경찰관서 증설로 증가하는 범죄를 통제하려한다. 즉 공경비인 경찰력으로 극복하고자 하는 것이다. 그러나 경찰력만으로는 한계가 있음을 보여줬다. 이 연구에서는 화성시 新도시개발 이후 범죄발생의 증가와 통제방안의 미흡 등에 따른 안전한 도시 필요성에 대한 방안을 제언하고자 한다. 화성시 국제안전도시 구축을 위해 범죄발생에 대한 효과적 방안을 모색하고자 한다. 이에 안전도시와 범죄에 대한 논의로 안전도시의 개념과 특성을 고찰한다. 그리고 선행연구의 검토를 통해 회성시 범죄발생의 특징과 원인을 분석할 것이다. 이러한 이론적 검토와 논의를 통해 범죄현황을 통계적으로 비교 분석하여 화성시 범죄율에 대해 객관적으로 논의하고자 한다. 그리고 화성시가 범죄안전도시를 구축할 수 있는 정책적 제언을 제시하고자 한다. 안전도시 구축을 통한 개선방안으로 다음과 같은 방안을 제시하였다. 첫째, 범죄예방환경 인프라 구축이다. 안전도시 구축의 필요성에서 제기한 범죄예방 CCTV의 설치를 보다 효율적 배치와 더불어 사각지대의 해소이다. 또한 새로운 기능이 탑재된 CCTV의 개선과 각 경찰서와 읍·면·동 단위의 CCTV 관재센터의 집중운영이다. 범죄기회 감소시를 위한 범죄목표물에 잠금장치나 경보장치 및 통제장치를 통한 대상을 강화(target hardening)와 울타리 · 담장 등을 통한 접근통제이다. 둘째, 맞춤형 순찰활동 전략이다. 과학적 범죄분석 및 예측시스템인 CompStat을 통한 적극적 순찰전략의 모색과 범죄통제전략(Crime Control Strategies)으로 범죄발생현황을 데이터베이스화하여 통계분석자료를 근거로 범죄발생을 예측하고 과학적인 순찰경찰배치 등을 통해 범죄예방 및 검거의 효율성을 제고 할 수 있다. 그리고 범죄발생원인에 대한 과학적 분석이다. 또한 “환경설계를 통한 범죄예방전략”, “24시간 스마트감시시스템”, “여성안심비상벨”, “범죄감시용 드론” 등의 도입도 안전도시 구축의 전략이 될 수 있을 것이다. 셋째, 시민협력을 통한 전략이다. 이는 民-官 협력을 통한 안전도시 구축의 성공을 위함이다.

영문 초록

Korea has built satellite cities outside the metropolitan area due to severe housing difficulties, and recently, housing policies through new city development are being implemented. However, the reality is that policy enforcement for safety is lukewarm. In the case of Hwaseong City, which was recently developed, the population growth was remarkable. Population growth is the cause and beginning of crime. However, in order to maintain public order, the police are trying to control the increasing number of crimes by increasing the number of police stations relative to the population, centering on the policies of the National Police Agency. In other words, it is trying to overcome it with the police force, which is a public security guard. However, it showed that the police force alone has its limits. This study intends to suggest measures for the need for a safe city due to the increase in crime and the lack of control measures after the new urban development in Hwaseong city. In order to build an international safe city in Hwaseong, we are trying to find an effective way to prevent crime. In this regard, the concept and characteristics of a safe city will be considered by discussing the safe city and crime. Through this theoretical review and discussion, we aim to objectively discuss the crime rate in Hwaseong by statistically comparing and analyzing the crime status. In addition, I would like to present policy suggestions for Hwaseong City to build a crime-safe city. As an improvement plan through the establishment of a safe city, the following measures were suggested. First, the establishment of infrastructure for crime prevention. The installation of crime prevention CCTV raised by the necessity of building a safe city is to more efficiently arrange and eliminate blind spots. Second, it is a customized patrol strategy. Scientific crime analysis and prediction can seek an active patrol strategy. As a crime control strategy, crime occurrence can be predicted based on statistical analysis data by converting crime occurrence status into a database. The efficiency of crime prevention and arrest can be improved through scientific patrol police deployment. And it is a scientific analysis of the causes of crime. In addition, the introduction of “crime prevention strategy through environmental design”, “24-hour smart monitoring system”, “female safety emergency bell”, and “crime monitoring drone” can be a strategy for building a safe city. Third, it is a strategy through citizen cooperation. This is for the success of building a safe city through public-private cooperation.
