국문 초록

이 연구에서는 선행연구의 분석과 각종 공식, 비공식 통계 및 관련 법 ․ 제도의 검토를 통해 관광안전을 위협하는 다양한 위협요인에 대하여 분석하고 이를 억제할 수 있는 정책적 방안을 제시하고자 하였다. 특히, 포스트 코로나 19시대에는 억눌렸던 여행 수요가 폭발적으로 늘어날 것으로 전망되므로 관광객 보호 및 관광지 범죄예방, 각종 불법 및 무질서행위 억제 등 관광치안서비스 제공을 위한 관계기관별 역할 확대방안을 모색하고자 하였다. 연구결과, 포스트 코로나 19시대의 관광 수요를 예측하는 다수의 분석결과를 종합하면 국내 거주 내국인의 국내 여행은 물론 외국인 관광객의 입국 역시 크게 증가할 것으로 예상되고 있다. 그러므로 포스트 코로나 19시대에 국가적 차원은 물론 서울특별시 등 각 지방자치단체의 관광안전을 확보하기 위해서는 먼저, 관광안전 매뉴얼을 개발하고 관광안전 전담조직을 신설하는 등 관광안전 확보를 위한 제도적 개선이 필요할 것으로 보인다. 그리고 서울시 자치경찰위원회 등 각 시도자치경찰위원회의 중점 추진 사무에 관광안전 사무를 포함시켜 관련 정책을 적극 추진하도록 하고, 관광경찰센터 확대를 통해 통합적 관광안전 서비스를 제공해야 한다. 이와 동시에 서울시 관광부서와 자치경찰의 합동 단속, 자치경찰과의 연계를 통한 수요 지향적 관광안전 활동 전개, 서울시-관광경찰-민간의 공조체계를 통한 관광산업 사업자에 대한 점검활동 강화 등 서울시 관광안전 담당 조직과 서울시 자치경찰과의 유기적 협력체계가 구축되어야 한다. 또한 특별사법경찰의 지위를 가진 민생사법경찰단의 역할확대를 통해 민생사법경찰단이 관광안전 분야의 단속과 수사권한을 확보하도록 하고, 조직 및 인력을 확대하여 관광안전에 대한 전문적 활동역량을 가진 조직으로 거듭나도록 지원해야 할 것이다.

영문 초록

This study aimed to analyze various factors threatening tourism safety and present a political plan to contain such factors. Especially, tourism demand which was suppressed is predicted to increase explosively in the post COVID-19 era, so this study intended to search for a plan for expanding roles of related agencies for providing tourism police service such as protection of tourists, prevention of crime at tourist attractions, control of various illegal and disorderly behaviors etc. To sum up a number of analysis results that predict tourism demand in the post COVID-19 era, entrance of foreign tourists as well as domestic travel of local residents are expected to increase significantly. Therefore, legal․institutional improvement for ensuring tourism safety such as development of tourism safety manuals and establishment of an organization which is exclusively responsible for tourism safety is considered necessary to secure tourism safety for the post COVID-19 era at the level of local governments as well as the national level. And it is also necessary to make municipal police committees of cities and provinces such as municipal police committee of the Seoul metropolitan government include and push ahead with tourism safety primarily, and provide integrated tourism safety service through expansion of tourism police center. At the same time, an organic cooperative system between organization of Seoul metropolitan government in charge of tourism safety and municipal police system of Seoul must be established for joint control by the tourism department of Seoul metropolitan government and municipal police system, development of demand-oriented tourism safety activities through the association with municipal police system and enhancement of supervision on the tourist business operators through mutual assistance system among Seoul metropolitan government-tourism police-private sector. In addition, it is necessary to enable special judicial police bureau to secure authority to regulate and investigate tourism safety area by expanding the role of special judicial police bureau with the capacity of special judicial police, and support the bureau to reform as an organization with specialized competence of activity in tourism safety by expanding the organization and enlarging manpower.
