근대 일본 관찬사료에 나타난 울릉도⋅독도 인식 검토

국문 초록

이 연구는 근대 일본의 대표적 관찬사료인 『조선국 교제 시말 내탐서』, 『죽도고증』, 『태정관 지령』에 나타난 울릉도·독도 인식에 관한 연구이다. 19세기 후반 일본정부에서 발행한 이 사료들은 울릉도⋅독도가 역사적⋅지리적으로 한국의 영토였음을 잘 보여주고 있으며, 17세기말 안용복사건에 의해 촉발된 울릉도쟁계(죽도일건)를 통해 확인된 ‘울릉도 와 독도는 조선영토’라는 사실을 다시 한번 확인해주는 사료들이다. 먼저 『조선국 교제 시말 내탐서』13항 ‘죽도와 송도가 조선의 부속이 된 경위’에 대한 검토를 통해 일본 외무성이 “울릉도(죽도)는 물론이고 독도(송도)에 관해서도 기록된 서류가 없다”고 인정함으로써, 울 릉도와 독도가 하나의 세트로 인식되었으며, 역사적·지리적으로도 조선의 영토였음을 확인 할 수 있다. 다음으로 『죽도고증』에서 기타자와 마사나리는 울릉도에 대해서는 한국의 영유 권을 인정하면서 독도에 대해서는 일본의 영유라고 주장하고 있다. 그렇지만 1860년대 이후로 당시 일본이 울릉도와 독도의 명칭과 지리적 인식에 대해 매우 혼란스러웠음을 보여 주고 있다. 이것은 당시 울릉도와 독도에 대한 일본의 역사적⋅지리적 인식이 매우 부족했 음을 보여주는 것이다. 마지막으로 『태정관 지령』에 대한 검토에서는 “죽도 외일도는 본방 과 관계없음”을 확언한 태정관지령과 첨부지도 ‘기죽도약도’를 통해 독도가 역사적·지리적 으로 한국의 고유한 영토임을 확인할 수 있다. 기죽도약도에서 표기된 조선동해-울릉도-독 도-오키섬 간의 지리적 거리도 현재의 거리와 수치적으로 거의 일치하고 있으므로 ‘외일도 =송도(독도)’는 부인할 수 없는 사실인 것이다. 결국 근대 일본의 대표적 관찬사료인 『조선 국 교제 시말 내탐서』, 『죽도고증』, 『태정관 지령』을 검토해 봐도 울릉도⋅독도가 역사적 ⋅지리적으로 한국 영토임을 확인할 수 있으며, 17세기 중반 이래 독도에 대해 실효적 지배를 해왔다는 일본의 ‘고유영토론’은 조작된, 허구적 주장이라는 사실이 한층 더 명백해 졌다.

영문 초록

This study aimed at examination of recognition of Ulleungdo and Dokdo in modern Japanese representative Official Records, 『Chosungukgyojesimalnaetamseo( 朝鮮國交際始末內探書)』, 『Jukdogojeung(竹島考證)』, 『Taejunggwanjiryeong( 太政官指令)』, 「磯竹島略圖(Kijukdoyakdo)」. This historical materials made by the Japanese government in the late 19th century well showing that Ulleungdo and Dokdo were Korean territory identified by its historical and geographical aspects. Firstly, The Japanese Foreign Ministry recognized that there is no recorded document about Ulleungdo(Jukdo) as well as Dokdo(Songdo) in the 13th topic of 『Chosungukgyojesimalnaetamseo(朝鮮國交際始末內探書)』 ‘how Jukdo and Songdo belongs to the parts of the Joseon Dynasty’. This shows that the Japanese Government recognized Ulleung and Dokdo as one set and also can confirm that Ulleungdo and Dokdo were historically and geographically the territory of the Joseon Dynasty. Secondly, Kitazawa Masanari(北澤正誠) in 『Jukdogojeung』 claims that Ulleungdo belongs to Korean territory but Dokdo belongs to Japanese territory. But this shows that the Japanese Government had been confused to the name and geographical awareness of Ulleungdo and Dokdo since the 1860’s. This shows that the Japanese government had very few understanding about Dokdo and Ulleungdo Island historically and geographically.Finally, examining on 『Taejunggwanjiryeong(太政官指令)』, We can confirm Dokdo is Korea s own territory in historically and geographically. Because through Taejunggwanjiryeong and its attached map 「Kijukdoyakdo (磯竹島略圖)」, Japanese government affirmed that “Jukdo and the other one island is no relationship with Japan.” It is undeniable true that ‘the other one island is Songdo(Dokdo)’. because the geographical distance between Korean East Sea-Ullengdo-Dokdo-Oki Island discribed in 「Kijukdoyakdo」almost coincide with current distance numerically as well. In the end, though examine modern Japanese representative official records, 『Chosungukgyojesimalnaetamseo(朝鮮國交際始末內探書)』, 『Jukdogojeung(竹 島考證)』, 『Taejunggwanjiryeong(太政官指令)』, 「磯竹島略圖(Kijukdoyakdo)」, We can confirm Ulleungdo and Dokdo are Korean territory historically and geographically. Therefore, it is more clear that Japan’s Inherent Territory Argument that Dokdo has been effectivelly dominated since the mid-17th century is manipulated and fictional claim. Key
