『학습지도요령 및 해설』을 통해 본 일본의 영토교육

국문 초록

이 논문은 아베 내각이 2006년 「개정 교육법」이래로 2018년 「고교 학습지도요령」을 공포할 때까지 시행해 온 영토교육을 분석하고자 하였다. 그리고 분석의 주 대상은 『학습지 도요령』과 『학습지도요령해설』에 있는 영토교육 관련 내용들이다. 아베 내각은 ‘일본의 교육 재생(再生)’을 위해 ‘평화헌법에 기초한 「구 교육기본법」을 개정’하고, ‘공공 정신 존중과 전통 계승’을 교육의 주요한 목표로서 설정하였다. 그리하여 아베 내각은 일본교육정책을 국가주의적이고 우경화적인 방향으로 이끌어 갈 수 있는 법적 정당성을 마련하였다. 아베 내각은 「교육기본법」을 개정한 2년 후 ‘일본 교육 재생’이라는 기치 아래 「교육진흥기본계획」을 수립한다. 이 계획에 따라 일본의 왜곡된 영토 교육도 강화되어 간다. 「교육진흥기본계획」제1기(2008~2012)에 개정된 『학습지도요령 및 해설 」에서는 ‘독도의 일본 영유권’을 직접 명기가 아닌 간접적인 방식으로 주장하고 있었다. 다음으로 「교육진흥기본계획」제2기(2013~2017)에 들어서자 ‘독도라는 표현을 직접 명 기’하여 영토교육을 통해 애국심 강화를 극대화하려는 방식을 취하고, 「2014 중⋅고등학 교 학습지도요령 해설」에 ‘독도와 관련한 3가지 영토교육 논리’를 명기한다. 마지막 「교육 진흥기본계획」제3기(2018~2022)에 공포된 『2017 소⋅중학교 학습지도요령』과 「2018 고등학교 학습지도요령」에 ‘독도와 관련한 3가지 영토교육 논리’를 고스란히 명기한다. 그 리하여 일본 내 고등학교 이하의 모든 학생들이 ‘독도와 관련한 왜곡된 교육’을 반드시 받아 야 하는 상황이 되었다. 이 ‘독도와 관련한 3가지 영토교육 논리’는 심각한 논리적 모순을 지니고 있으며, 이 모순을 차치하더라도 그 논리는 사실이 아니다. 왜냐하면 독도는 지리적, 역사적, 국제법적으로 명백한 우리 대한민국의 영토이기 때문이다. 현재 일본에서 진행되는 영토교육은 왜곡된 것이며, 아베 내각의 ‘국가주의적이고 군국주의적인 행보’를 도와주는 장치일 뿐이다.

영문 초록

This paper aims to examine the territorial education from 2006 to 2018 in Japan, and the main analysis objects are passages specified in the Course of Study and the Guidebook on the Course of Study in Japan. The Abe administration revised the old education law based on the Peace Constitution for “the Education Regeneration” in Japan. And, they set two of the educational goals as ‘the respect for public spirit and the succession of the Tradition.’ Therefore, the Abe administration secured the legal justification to lead Japanese education policy in the nationalistic and rightward direction. After two years, they formulated ‘the Basic Plan for Educational Promotion’ under the banner of ‘Japan s Education Revitalization.’ As With the implementation of the plan, the distorted territorial education in Japan had been gradually strengthened. ‘Japanese sovereignty of Dokdo’ was stipulated as indirect way In The Course of Study and the Guidebook on the Course of Study, which were revised in the first stage of the plan. But, in the second stage, Japan government directly specified ‘Japanese sovereignty of Dokdo’ in The Course of Study and the Guidebook on the Course of Study. And, ‘The Japanese Three Territorial Educational Logics regarding Dokdo’ were stipulated in 2014 the Guidebook on the Course of Study for middle and high school students. Finally, Those Logics are specified in the Course of Study in the third stage of the plan. So, the distorted territorial education regarding Dokdo have become a required educational contents in All elementary, middle, and high schools in Japan. ‘The Japanese Three Territorial Educational Logics regarding Dokdo’ was full of serious contradictions. Apart from these contradictions, the logics are not true. Because Dokdo is the obvious territory of the Republic of Korea in geographical, historical and international law. The current territorial education in Japan is distorted, and it is only a device to help nationalist and militaristic movements of Abe administration.
