조선후기 함경도 북평사의 위상과 역할

국문 초록

본 논문은 함경도 북병영 병마절도사의 보좌역으로 파견된 북평사의 출신 성분 및 그 위상, 그리고 주요 역할 등에 대해 살펴본 것이다. 최전방 국경지대인 함경도 북병영에는 병마절도사의 보좌역으로 우후 외에 문관인 북평사가 별도로 파견되었다. 그들은 군기 점검 및 각 고을 순행과 같은 절도사 보좌 업무와 더불어 병영 내 문부 관장 및 각 읍의 송사 등을 담당하는 등 북병영 내 유일의 문신 관료로서의 임무를 수행하였다. 그리고 북관 개시를 총괄하였고, 지역에서 치르는 각종 과거 시험을 주관하였으며, 수령을 감독하는 임무를 수행하였다. 조선 후기 북평사로 파견되는 인물들은 대개 홍문관 혹은 양사 소속의 참상관 출신이었다. 홍문관은 특히 여러 참상관직 중 으뜸으로 당상관으로의 승진이 거의 보장되는 관서였고, 양사는 그 다음이라 할 수 있었다. 당대 조정의 엘리트 관료들이 임명되는 것이 관례였던 것이다. 북평사는 북병영에 파견된 외관직으로 병사를 비롯한 각 읍의 수령보다 관품은 비록 아래일지라도 국왕의 명을 받든 어사적 성격을 겸하고 있어 품계 이상의 위상을 가졌다. 북평사는 조선시대 국경지역을 다스리는 독특한 통치 시스템의 일환이었다. 조정은 거의 무관 수령으로 채워져 있는 국경지역의 행정적 약점을 북평사를 통해 보완하여 함경도 최전방 지역의 사회적 안정을 도모하고자 한 것이다. 이에 북평사는 자신의 품계 이상의 월등한 위엄을 갖출 수 있었고, 국왕의 인정을 받으며 부여된 임무를 수행할 수 있었다. 바로 이 점이 조선시대 제도사에서 북평사가 지닌 역사적 의의라고 생각한다.

영문 초록

This study focused on “Bukpyeongsa(北評事)” of Hamgyeongbuk Province during the late Joseon Dynasty. Bukpyeongsa was a local position of 6 Class dispatched to northern barracks. A Bukpyeongsa would be the only civil servant-turned government official within The Northern Barrack. Those who were assigned as Bukpyeongsa were not simple civil servant-turned government officials. Many different aspects were considered carefully including academic refinement, family, and age to select a government official to be dispatched as Bukpyeongsa. In most cases, government officials at Hongmungwan(弘文館) and Yangsa(兩司) were recruited for the position. In Hamgyeongbuk Province, each town had the nature of a military city due to their location along the border. Military officials were dispatched to each of these towns for defense purposes. They were fit for military affairs, but they had huge room for improvement in general administrative affairs. The royal court tried to supplement their shortcomings through Bukpyeongsa dispatched to The Northern Barrack and asked Bukpyeongsa to inspect their evils. In the late Joseon Dynasty, Hamgyeongbuk Province faced changed following the implementation of Bukgwan(北關) Open-market. Open-market trade happened by the request of Qing after Horan(胡亂) and was accompanied all sorts of evils. The royal court of Joseon chose Bukpyeongsa as its government officials to deal with Qing and address the evils of the Open-market. Bukpyeongsa was put in total charge of Bukgwan Open-market. King Hyeonjong started to increase the frequency of state exams such as Oibang Byeolsi(外方別試) and Hyangsi(鄕試) to pacify the people in the border areas. The royal court ordered Bukpyeongsa to hold and supervise a state exam to prevent its evils. Local Confucian scholars gathered around Bukpyeongsas to study under them since they were qualified as Sigwan(試官). Bukpyeongsa was chosen and dispatched as a figure to perform critical businesses in Hamgyeongbuk Province. In Joseon, Bukpyeongsa was a member of the elite group representing the times based on his family and academic ability and equipped himself with corresponding competence. The official legal system secured the dignity of Bukpyeongsa, and Bukpyeongsas were able to show their dignity above their rank. The roles and status of Bukpyeongsa were the outcomes of a system governing the border areas, and the royal court tried to promote the social stability of Hamgyeong Province by taking advantage of their status and authority.
