대학 교양교육강화 재정지원정책의 변화와 개선 방안 연구

국문 초록

이 연구는 대학 교양교육강화 측면에서 정부의 재정지원정책의 변화과정을 살펴보고, 향후 대학교양교육 재정지원 정책의 개선방안을 제시하는데 목표를 두고 있다. 연구목적을 달성하고자 이 연구는 2016년~2020년 교육부 예산 및 기금운영계획 개요 자료를 토대로 고등교육 예산, 예산편성 방향, 예산편성 주요 내용 및 세부 내용을 분석하였고, 대학 교양교육강화 재정지원사업으로 ACE+사업, CORE사업, 대학혁신지원사업의 기본계획을 분석하였다. 분석 결과, 2019년 이후 대학인문역량강화사업(CORE사업)과 대학자율역량강화지원 사업(ACE+사업)의 예산이 대학혁신지원사업 예산으로 통합되는 과정에서 도출된 특징은 다음과 같다. 첫째, 2016년 인문학 보호육성이 고등교육 예산편성에 주요 내용으로 신설된 결과 CORE사업이 출범하고 정부의 실질적인 재정지원이 이루어지면서 대학에서 교양교육강화의 성과가 가시화되었다. 둘째, 대학 교양교육정책의 실효성 측면에서 볼 때, 2016년~2018년 CORE 재정지원사업과 2017년~2020년 ACE+ 재정지원사업의 지원 기간과 지원 수준은 충분성을 갖추지 못했다. 셋째, 2019년 대학재정지원사업 개편에 따라 CORE 재정지원사업 예산과 ACE+ 재정지원사업 예산이 대학혁신지원사업에 통합되었으나 CORE 사업과 ACE+ 사업 내용이 대학혁신지원사업 핵심지표에서 드러나지 않고 있다. 넷째, 대학여건을 고려하여 재정을 배분하는 대학혁신지원사업의 포뮬러 재정지원방식은 대학의 자율적 집행을 강조하는 바, CORE사업과 ACE+사업에서 성과를 보인 기초교양교육과정 개발, 인문 소양 교육, 인문학 기반 조성 등을 유지하기 위해서는 대학 교양교육강화에 대한 대학 의 의지를 담아 대학혁신지원사업 계획을 수립하고 실천하는 것이 중요하다. 이 연구결과를 토대로 고등교육 예산 편성에서 대학 교양교육을 강화하기 위한 예산을 확대하고, 교양교육 분야만을 지원할 칸막이식 재정지원사업을 마련하며, 대학혁신지원사업 예산에 대학 교양교육 강화 예산을 충분히 확보함으로써 ACE+사업, CORE사업에서의 대학 교양교육강화 성과 및 모델 등을 유지 및 범 대학으로의 확산할 것을 제안하는 바이다.

영문 초록

The study looks at the process of changing the financial aid policy used to strengthen college liberal arts education. It also aims to provide improvements to the university liberal arts education financial aid policy in the future. The change process in which the budgets of the CORE(initiative for College of Humanities’ Research and Education) project and the ACE+(Advancement of College Education) project are incorporated into the UIS(University Innovation Support) project budget after 2019, as well as the characteristics of these budgets, are as follows: First, in 2016 CORE was launched and the achievements of liberal arts education were made visible at universities as a result of the humanities education development playing a key part in the budgeting for higher education. Second, from 2016 to 2018 the CORE and ACE+ support periods were not sufficient, nor were the support levels for 2017-2020. Third, as the CORE and ACE+ budgets were incorporated into the UIS budget, CORE and ACE+ were not revealed in the UIS indicators. Fourth, the formula financial support method of UIS emphasizes the autonomous enforcement of universities. Thus, it is important to establish and practice a UIS with the university s commitment to strengthening liberal arts education. In doing so, we hope to maintain the development of basic education courses, humanities literacy education, and humanities-based foundations, all of which have shown positive results in the CORE and ACE+ projects. The suggestions in this study are as follows: First, the budget for university liberal arts education should expand the budget for direct support for universities, along with indirect support for researchers and research organizations. Second, the government needs to propose that universities have sufficient budgets to increase liberal arts education to the extent that they do not undermine the autonomy of universities when budgeting for an expanded UIS. Third, meaningful achievements of the CORE and ACE+ need to spread to pan-universities through the UIS. Fourth, we need to set the performance indicators of the university liberal arts education as autonomous performance indicators for the UIS budget. Fifth, a stronger university liberal arts education policy is preferable to a cubicle financial support approach, but only for university liberal arts education.
