국문 초록

독일 통일은 여전히 진행형이다. 15년이 지난 통일 독일은 정치적 영역에서는 이미 종결된 문제이나, 사회경제적 영역에서는 여전히 그 방향과 문제점을 둘러싸고 지속적으로 논쟁 중이다. 통일 독일에서 독일인들은 아직도 구동독지역을 이질적으로 판단한다. 본 연구는 1990년 독일통일 이후 전개된 구동독지역의 개발 과정과 현황을 점검하고, 그 특징과 문제점을 분석하고자 한다. 독일 통일 이후의 지역개발 문제를 다룬 기존의 연구들은 서독지역과 동독지역이라는 양분법적 접근방법에 익숙해 왔다. 이와 달리 본 연구는 통일 이후 본격화된 구동독지역의 분화현상에 착목하여, 보다 미시적인 분석의 중요성을 강조하면서 구동독지역내의 지역개발 문제를 추적해 본다. 이러한 분석을 통해서만이 독일 통일 이후 구동독지역의 실상을 명확히 이해할 수 있고, 불균등발전의 전개과정과 아울러 그 문제점 및 해결책에 대한 올바른 해석이 가능할 것으로 판단하기 때문이다. 이를 위해 본 연구는 구동독지역의 개발 주체와 재원조달 방식을 구체적으로 세분하여 다루고, 이러한 지역개발 정책의 결과를 각종의 거시경제지표를 통해 지역별 불균등발전의 현황을 제시한다. 아울러 앞으로의 전망과 거론되는 대안책에 대해 언급한다.

영문 초록

The German reunification is on-going process. For the last 15 years, reunification has been a completed issue in political areas. However, Germany is still debating over the courses and problems of reunification in the socio-economic areas. In the reunified Germany, East Germany is still regarded as different. Current study aims at looking into the development process and current status of the regional development in the former East Germany, and analysing its distinctive features and problems. Several studies dealing with the regional development after the German reunification in the past have taken dichotomy of East and West Germany. Contrary to them. this study will focus on the differentiation of the East Germany, which has been accelerated since the reunification, thus will pursue the issue of regional development in the former East Germany with a emphasis on micro-analysis. Only such an analysis will help us understand the East German reality since reunification as well as uneven regional development process, which will eventually enable us to configurate solutions and alternatives. For that purpose, current study is looking at the issues of development constituencies as well as resource mobilization methods of East Germany in details. With various macro-economic indicators, it further describes uneven regional development as outcomes of regional development policies and wraps up with future prospects as well as with alternatives.
