국문 초록

본 논문은 우크라이나 전쟁의 성격과 국제질서의 변화를 다루고 있다. 우크라이나 전쟁은 독재자 푸틴의 패권적 야망에 의한 침략전쟁이다. 푸틴은 20년 이상 된 자신의 권력을 강화하고 과거 러시아 제국을 재현하기 위해 민주국가인 우크라이나를 침공했다. 전형적인 패권전쟁이고 제국주의전쟁이다. 이런 점에서 푸틴과 그 일당들은 결코 용서받을 수 없는 전쟁범죄인으로 확신한다. 나아가 우크라이나 전쟁은 인류의 문명을 파괴하는 반문명적 성격을 지니고 있다. 이러한 우크라이나 전쟁은 첫째, 자유와 폭력 간의 대립적 구도를 정착시켰다. 자유민주진영과 권위주의 진영 간의 대립구도를 형성케 한 것이 바로 우크라이나 전쟁이다. 둘째, 자국중심주의를 각 국가의 생존전략으로 구축하게 하는 결정적 요인이 되었다. 이제 국제질서의 구성국가들은 자국의 안보를 위해 자체 군사력을 강화할 수밖에 없는 상황에 이르게 되었다. 미국 등 국제사회의 지원에 한계가 있음을 이번 전쟁은 보여주고 있다. 마지막으로 우크라이나 전쟁은 국제체제의 유동성을 강화시키는 결과를 조성했다. 이렇게 보면 우크라이나 전쟁은 탈냉전 이후 정착되고 있던 화해와 협력의 국제질서를 완전히 붕괴시켜 국제사회를 약육강식의 지배질서로 변천시키는 역할을 했다고 평가된다.

영문 초록

This paper deals with the nature of the Ukrainian war and changes in the international order. The war in Ukraine is a war of aggression by dictator Putin's hegemonic ambitions. Putin invaded Ukraine, a democratic country, to strengthen his more than two decades-old power and recreate the past Russian empire. It's a typical hegemonic war and an imperialist war. In this respect, Putin and his gang are convinced that they are war criminals who can never be forgiven. Furthermore, the Ukrainian war has an anti-civilization character that destroys human civilization. This Ukrainian war first established a confrontational structure between freedom and violence. It was the Ukrainian war that created a confrontation between the liberal and authoritarian camps. Second, it became a decisive factor in establishing nationalism as a survival strategy for each country. Now, the constituent countries of the international order have no choice but to strengthen their own military power for their own security. The war shows that there is a limit to the support of the international community, including the United States. Finally, the Ukrainian war has resulted in strengthening the liquidity of the international system. In this way, it is evaluated that the Ukrainian War played a role in transforming the international community into a weak and strong ruling order by completely collapsing the international order of reconciliation and cooperation that had been established since the post-Cold War.
