국문 초록

본 연구의 목적은 전통적인 의미에서 미중 간의 군사안보, 경제적 패권경쟁의 틀에서 벗어나 다양한 글로벌 이슈에 대한 국제사회의 협력을 주도하는 리더십의 관점에서 G2 양국의 지위와 관계의 변화를 분석하는 것이다. 본 연구의 결과를 요약하면 다음과 같다. 첫째, 세계적인 감염병 코로나19가 확산되면서 글로벌 차원에서 ‘리더십의 부재’ 상황이 초래되었다. 국제사회의 긴밀한 공조 없이 코로나 사태는 극복할 수 없다는 교훈을 주었다. 둘째, 미국의 리더십 약화를 계기로 중국이 글로벌 차원에서 리더십 강화를 위한 전방위적인 노력을 기울이고 있다. 그러나 중국은 아직 미국을 대체할 정도의 글로벌 리더십을 발휘하지는 못하였다. 셋째, 향후 미중 양국은 기존의 군사안보적 지역패권 경쟁과 함께 지속적인 글로벌 리더십 경쟁을 벌일 것으로 전망된다. 바이든 대통령은 취임 전부터 글로벌 리더십 회복을 공언하였으나, 만약 트럼프대통령과 마찬가지로 미국 우선주의와 경제적 보호무역주의를 고수한다면 글로벌 리더로 인정받기 어려워 보인다. 넷째, 미중간 갈등의 심화는 곧 글로벌 리더십의 약화와 탈G2 현상의 가속화로 이어질 수 있다. 앞으로 미국이나 중국 중 어느 한 국가가 ‘세계적’ 패권을 누릴 것으로는 예상되지 않는다. 양국 간의 지역패권 경쟁과 글로벌 리더십을 위한 경쟁이 동시에 치열하게 전개될 것으로 보인다.

영문 초록

This study aims at analyzing the changed status of and relationship between G2, the United States of America and the People’s Republic of China in the leadership perspective by putting aside the traditional frame in the fields of military security and economic hegemony rivalry between the two nations as they take the lead in international cooperation on diverse global issues. The findings are summarized as follows. First, a ‘lack of leadership’ situation on the global dimension has been brought about as the global pandemic, COVID-19 spread. Second, taking advantage of weakening US leadership, China is making every effort to consolidate its leadership on the international basis. China, however, has not demonstrated its own global leadership to displace American one yet. Third, it is foreseen that both US and China will compete with each other for continuous global leadership besides regional hegemony rivalry in the military security sector. President Biden professed recovery of global leadership even before his inauguration. But if he maintains the idea of America First and economic protectionism like his predecessor Donald Trump, he is hard to be recognized as a global leader. Fourth, deepening conflicts between the USA and the PRC will lead to the lack of international leadership and accelerate the phenomenon of the US and China decoupling. In the future, neither the United States nor China wil wield ‘international hegemony’ and the two nations’ rivalry for regional hegemony and global leadership will be fiercely panned out.
