국문 초록

탈냉전이후 미국은 미국의 국가안보 혹은 국가이익을 위협하는 존재를 크게 두 가지 방향으로 설정했다. 하나는 대량살상무기를 생산하는 국가들이며, 다른 하나는 테러 및 초국가적 범죄조직들이다. 이 글의 목적은 마약테러리즘에 대한 미국의 외교정책이 9 / 11의 전후로 어떻게 변화했고 또한 어떤 의도를 내포하는 지를 고찰하는 것이다. 이를 위해 이 연구는 첫째 마약테러리즘에 대한 어원 및 개념과 분석틀을 간략히 논의한다. 둘째, 마약테러리즘에 대한 미국 외교정책의 역사적 배경을 레이건 행정부 이래 현재의 부시 행정부까지 분석한다. 셋째, 마약테러리즘에 대한 미국의 정책적 변화와 의도를 아프간 및 콜롬비아의 사례연구를 통해 그 정책적 이중성을 탐구한다. 이러한 분석을 통해 90년대 이래 ‘새로운 세계질서’의 구축이라는 미국 외교정책의 기치가 오히려 ‘새로운 세계무질서’를 야기할 수도 있음을 강조한다.

영문 초록

The US established two factors threatening its national security after the fall of the Soviet communism. One is the producing states of weapons for mass destruction, the other is terrorist groups and transnational criminal organizations. The key objective of this paper is to explore how the US foreign policy against narco-terrorism is changing before and after the 9 / 11. Through such analysis, this paper will also discuss some intents of the US foreign policy. To accomplish this, first, this study will first search an etiology and concept of narco-terrorism as well as its framework. Second, this paper will analyze the historical background of US foreign policies against narco-terrorism since the Reagan administration. Third, this paper will address changing policies and double designs of the US with case studies such as activities of narco-terrorism in Afghanistan and Colombia. From this analysis, the paper will strengthen that the US policy toward ‘the New World Order’ since the 1990’s, on the contrary, may be trigger ‘the New World Disorder’ in the near future.
