국문 초록

이 글은 4차 동시지방선거를 마친 시점에서 그동안 시행되었던 지방선거를 민주주의 관점에서 평가해 보기 위해 대표성, 민주성 그리고 자율성이라는 세 가지 평가기준을 제시하고 지방선거의 문제점을 짚어보았다. 선거의 대표성은 우선 참여의 문제를 제기한다. 다른 선거에 비하여 지방선거에 대한 유권자들의 관심이 적은 것은 선거의 상대적 중요성을 볼 때 받아들일 수 있지만 선출된 대표자가 전체유권자의 1 / 3도 못되는 지지를 받는다는 것은 대표성의 문제를 심각하게 유발할 수 있다. 선거의 민주성이란 선거과정이 민주적으로 이루어지는가에 대한 평가라고 할 수 있다. 상향식 공천의 근본적인 문제는 경선을 정당화할 수 있을 정도의 참여수준에 이르지 못하고 있는 것이 현실이며, 당원 이외에 여론조사를 포함시켜 결정한다는 것도 정당 내 경선방식으로서 타당하다고 보기 힘들다. 자율성이란 지방선거의 결과 지방자치가 발전하고 있는가를 의미하고 있다. 민선지방자치가 시행된 지 10년이 지났지만 지방자치의 자율성이 높아졌다는 평가를 내리기는 힘들다. 재정자립도를 볼 때 지방자치단체의 자립도는 오히려 감소하고 있으며 상대적인 지방재정의 규모도 증가하고 있지 않다. 이상에서 살펴본 바와 같이 기대보다 낮은 지방선거의 성과 및 민선지방자치의 현실은 근본적으로 지방선거가 중앙정치에 예속되어 있다는 점에서 출발한다.

영문 초록

This paper investigates improvement of local government autonomy after the 4th national concurrent local elections by introducing the concepts of representation, democracy and autonomy of local governments. Representation of elections raises the problems of low turnout rates. Compared with other national elections, interest of the local elections has been low, so that it is natural the voting rates of the elections are not high. However, the fact that only 1 / 3 of voters participated in the election results in the problem of representation because less than 1 / 6 of support of total voters makes it possible to win the elections. Secondly, democracy in electoral process is another criterion for evaluation of elections. The fundamental problem of primary election in the local elections comes from lower participation of party members. Furthermore, it is not justified to take into account of survey results to select the candidates. Finally, investigation of local autonomy based on financial situation of the local governments makes the conclusion that the local governments have still relied on the central governments and nothing has been improved. Empirical data provided in this paper are far from the expectation of contribution of the local elections. Disconnection of local elections and national politics in critical to improved the local government autonomy.
