고등교육에서의 역량기반 교육과 핵심역량

국문 초록

이 글의 목적은 2021년 대학기본역량진단을 앞두고 대학교육의 화두가 되고 있는 핵심역량과 역량기반 교육의 본질에 대한 비판적 성찰을 하기 위한 것이다. 논의의 초점을 핵심역량 제고를 위한 교양교육과정의 편성과 운영에 두고 교양교육 전문가 5인의 집단토론과 주제에 대한 분석, 해석, 비판, 종합을 시도하였다. 토론의 중심의제로 삼았던 내용은 역량과 핵심역량 개념의 의미, 역량기반 교육의 사회적, 경제적, 교육적 배경과 맥락, 대학교육에서 역량기반 교육과정의 설계와 개발, 대학 교양교육에서 역량기반 교육과정의 수용가능성, 대학 교양교육 목표에 부합하는 핵심역량기반 교양교육 실현 방안 등이었다. 연구결과 우리는 역량담론이 대학교육에 줄 수 있는 한계와 가능성을 분명하게 인식할 수 있게 되었다. 대학교육에서의 역량 강조는 분명 신자유주의적 시장 경제 내에서 대학이 국가와 시장의 힘으로 부터 자유롭지 못하다는 현재의 대학현실을 반영하는 것이다. 그럼에도 불구하고 핵심역량과 교양교육의 올바른 관계 설정을 위해 핵심역량을 교양교육에 한정지을 것이 아니라 대학교육의 전체적 틀과 연관지어 설정될 필요가 있다고 보았다. 이 때 핵심역량의 하위요소는 범주별로 제대로 정합성을 갖추어야 한다. 비판적 관점을 넘어 우리는 사안을 실용적 관점에서도 살펴보았다. 역량기반 교육을 교양교육에 수용할 경우에 각 대학은 교양교육 목표에 부합하는 교육목표 설정에서부터 기초학문에 근거한 교육과정 매핑과 교양 교과목의 구성, 자유교육의 기반에서 학습성과를 진단하고 환류로 연계하는 체계적인 질 관리 시스템을 구축해야 할 것이다. 역량교육과 교양교육이 양립하기 힘들 것으로 보이지만 우리는 역설적으로 일반역량을 기르는 교양교육 본연의 정신에 충실할수록 대학과 대학구성원의 역량 함양에도시너지 효과를 가져다 줄 것으로 보았다.

영문 초록

The purpose of this article is to critically reflect on the nature of core competencies and competency-based education, a hot topic among universities due to the upcoming nationwide evaluation of universities in 2021 called the University Basic Competency Diagnosis. Five experts focused on the organization and operation of the liberal arts curriculum, which was designed to enhance core competencies, and conducted a group discussion. The main agendas of the group discussion were the concept of core competencies, the context of competency-based education, the design of competency-based curriculum in higher education, and possibilities of competency-based education in university liberal education. This study makes clear the limitations and possibilities inherent in the competency discourse that affect university education. The emphasis on competencies in university education reflects the reality that universities are not free from state and market forces within a neoliberal market economy. Nevertheless, it is possible to establish an appropriate relationship between core competencies and liberal education. Core competencies should be established in relation to the overall framework of university education and consist of sub-elements that represent its features. For a successful adoption of competency-based education in liberal education, evaluation of the learning outcomes based on the liberal education, mapping of the curriculum and liberal subjects based on basic studies(Grundwissenschaft) are recommendable. There is a need for a quality management system that connects educational goals and educational evaluation. We propose that despite how incompatible the concepts of competency education and liberal education appear to be, the more faithful we are to the spirit of liberal education, which cultivates general competence, the more synergy it will bring to the development of competencies of universities and its members.
