국문 초록

대한예수교 장로회(합동) 총회에는 해마다 목사 정년연장 헌의안이 올라오고 있다. 하지만 목사의 정년연장은 단순히 하나의 교단이 쉽게 결정할 이슈라기보다는대한민국 전체 사회적 이슈이기도 하다. 때문에, 목사 정년연장은 현재 찬성과 반대가 첨예하게 대립하고 있다. 정년연장을 옹호하는 자는 평균수명의 연장, 저출산고령사회, 성경과 헌법에 위배 된다는 점 등을 내세우고 있다. 반면에 반대자들은불가피한 노화 현상(Aging Symptom), 시대의 공공성에 역행, 차세대 기회 박탈 등을 내세워 반대하고 있다. 하지만 정년연장 이슈를 다루기 전에 먼저 다뤄야 할 이슈는 더욱 근본적인 총회의 목사 수급에 관한 사항이다. 과연 목사의 수요와 공급 현황이 앞으로 어떻게 되겠느냐이다. 물론 현재는 목사의 수요보다는 공급이 더 많다. 그렇기에 사람들은일반적으로 목사 수를 줄여야 한다고 말하고, 정년을 연장해야 한다는 주장은 말이안 되는 주장이라고 말한다. 하지만 정말 그러한가를 살펴볼 필요가 있다. 본 연구는 현재의 정년을 유지할 경우 수년 내에 목사 부족 사태가 일어날 것이라는 결론을 제시한다. 현재 총회에 속한 목사 연령분포와 매년 신학생 배출 현황, 그리고 교단 내의 교회 수 증감 등을 고려하면 수년 내에 전혀 다른 상황이 전개된다는 것이다. 목사 부족 현상은 미국의 장로교에서 현재 심각하게 겪고 있는 난제이며, 대한예수교장로회 총회 역시 지금 이대로 간다면 머지않아 직면하게 될 문제가 될 것으로 판단한다. 따라서 목사 수급 부족에 대한 대안이 만들어져야 하며, 연구자는 그 대안으로우선 정년연장이 필요하다고 본다. 그러나 정년연장은 단기적인 처방에 불과하며보다 장기적이고 안정적인 대안은 신학교 입학생 수를 어떤 식으로든 유지하는 것이라고 주장한다. 본 연구에서 제기하는 중요한 이슈는 아무도 예측하지 않음에도불구하고 분명 목사 수가 부족하게 되는 현실이 조만간 닥쳐온다는 바로 그 사실이며 그 대안을 총회 차원에서 세워야 한다는 것이다.

영문 초록

The extension of the retirement age of a pastor is not just an issue that one denomination can unilaterally decide; it is also a social issue for Korea as a whole. For this reason, the retirement age extension of the pastor invites sharp debate on both sides. However, this debate obscures a more fundamental issue that must be discussed prior to the issue of retirement age: the supply and demand of pastors of the General Assembly. What will happen to the supply and demand of pastors in the future? This study proposes that if the current retirement age is maintained, a shortage of pastors will result within several years. Several factors are considered: the age distribution of pastors who belong to the General Assembly, the current enrollment of seminary students, and changes in the number of churches in the denomination. In short, there will be a completely different situation within a few years. Therefore, a solution to the lack of pastors must be proposed, and this researcher believes that an extension of the retirement age is needed. This study raises the issue of a coming reality in which there will be a shortage in the number of pastors, even though this is not anticipated by most, and calls for an alternative solutions that must be established at the level of the General Assembly.
