국문 초록

2016-17촛불항쟁의 ‘촛불’은 어떻게 우리에게 왔고 또 무엇을 남기고 간 것 일까. 2018년 한국행정연구원의 「2016-2017년 촛불민주주의 이후 국민인식조사 결과」는 2016-17촛불항쟁이 한국의 민주주의 성숙에 상당히 긍정적인 영향을 끼쳤다고 보고했다. 다른 한편, 2008년 이명박 정권 출범과 함께 반동적인 대항운동 형태들이 등장하였고, 이 ‘보수’ 진영 시민운동이 박근혜 정권과 탄핵과정을 거치면서 한국 시민사회 생태계의 한 켠에 확고히 자리를 잡았다. 그런가 하면 시민단체들이 시민 없는 시민운동을 한다는 비판이 제기된 지도 벌써 오래고, 최근 들어 시민들의 외면 현상이 더욱 뚜렷해진 것도 부인할 수 없는 사실이다. 필자는 이러한 일견 모순적인 그러나 상호 연결된 현상들을 보면서 2016-17 촛불항쟁 전후 한국 민주주의의 진화 경로를 추적하여 분석하고 미래를 전망하는 연구의 필요성을 인식했고 2018년 시론(試論) 형태의 영문 초고를 발표했다. 그리고 본고에서는 선행 연구와의 연속선상에서 한국 민주화운동과 시민운동의 행위주체로서 개별 시민이 2002년 이후 어떤 경로로 자율과 권능을 획득해 왔는지에 초점을 맞춰 보다 명확한 논점과 완결성을 갖춘 한국 민주주의 이론체계로서 한국 민주주의 패러다임(KDP) 4.0, 즉 공민정치(Civic Politics) 이론 모델을 제시한다. 이것이 장차 한국 민주주의는 물론 그 연장선상에서 후발 민주주의가 나아갈 방향성을 설명하고 예측할 수 있는 적실한 이론적 분석틀로서 원용되기를 기대한다.

영문 초록

How did the ‘Candle’ of the 2016-17 Candlelight Protest come to us and what could it possibly leave behind? According to the Korea Institute of Public Administration‘s 2018 social survey results, the candlelight protest appears to have contributed to the consummating of Korean democracy in an effective manner. Yet, in reality, the reactionary counter-movements led by the conservative sector of the populace, too, had taken place under the Lee Myung-bak’s presidency and gradually rooted in the Korean civil society during the Park Geun-hye government and its impeachment processes. In addition, the popular estrangement from the civil society organizations is even truer a fact today than ever since 1987. These seemingly contradicting but interlocking happenings led me to delve into the 4-phased evolutionary process of the Democratization Movements with their ingenious phenomenal characteristics and also to uncover its profound implications of the 2016-17 Candlelight Protest for the Korean democracy and by extension for some less-fulfilled democracies reckoning with the Korean footsteps. Hence, this article, a refocussed sequel to my previous research, is designed to cast a fresh theoretical light onto the individual citizens, the constantly evolving protagonist of South Korean democracy, whose civic politics has just set out with the Korean Democracy Paradigm (KDP) 4.0 for its future and others to follow suit.
