국문 초록

유엔 지속가능발전목표(SDGs) 채택과 국가 지속가능발전목표(K-SDGs) 수립에 따라 지방지속가능발전 거버넌스 구축 마련과 관련 지방 지속가능발전목표 이행전략 수립 추진 필요성이 대두되었다. 광역도의 경우 지속가능발전을 추진하면서 기초자치단체의 지속가능발전 추진에 대한 동력이 취약하고 지역민의 이해가 부족한 상태에서는 광역도만의 목표 수립이 의미가 없다는 지적이 있었다. 결국 광역도의 지속가능발전이란 기초자치단체의 지속가능발전, 지방행정체제 개편, 거버넌스 활성화가 통합적으로 이루이질 때 이루어질 수 있다. 이 연구는 이러한 문제의식 하에서 경상남도와 충청남도의 사례를 비교하며, 광역도의 지속가능발전을 위한 광역-기초간 협력체계 구축, 기초 지자체의 거버넌스 구축, 행정-의회간 거버넌스 구축 등을 분석하였다. 이를 통해 향후 광역도에서는 지속가능발전 추진의 절박성과 실용성을 효과적으로 조화시키면서도 도내 기초지자체, 지방의회, 지역 내 시민사회와의 협력과 연계를 강화해야 한다는 함의를 도출할 수 있었다.

영문 초록

UN SDGs (Sustainable Development Goals) has been established in 2015 and K-SDGs (Korean SDGs) in 2018. In many local areas, the need for constructing governance for their SDGs and implementation strategies. In metropolitan areas (Province areas in Korea), local SDGs need momentum of local governments in city or county areas for implementing SDGs and understanding of citizens. For the success of SDGs strategies in metropolitan areas, it requires sustainable development, reform local administrative system, and active governance for SDGs. This study analyzed the cases of Gyeongsangnam-do and Chuncheongnamdo focusing on collabaration systems among metropolitan areas and city or county areas, governance system of local governments of city or county areas, and governance system between the executive branch and the legislative branch for SDGs. We got some implications through this comparison that local governments in metropolitan area have to balance urgency and practiality, and strengthen collaboration and linkage with local governments of city or county areas, local legislatures, and local civil society.
