예산감시 시민활동 활성화 방안에 관한 연구

국문 초록

정부 예산과 관련한 시민의 참여는 예산 결정 과정의 참여, 예산감시 활동 등 다양한 방식으로 이루어질 수 있다. 우리나라의 예산 결정 과정에서 시민의 참여는 의사결정 과정에서 시민이 참여한다는 측면에서 긍정적으로 평가된다. 예산감시의 경우 2000년대 초반에 필요성이 인식되면서 관심을 받았지만 현재는 활동이 미미하다. 예산감시 활동의 대상인 정부 예산이 고도로 전문화된 영역이라는 점, 예산은 과거의 활동을 바탕으로 하는 결산을 참고하고 유관 예산이 복합적으로 고려되어야 한다는 점, 예산 결정은 장･단기적 측면이 고려되어야 한다는 점에서 예산감시 시민운동은 정부정책 자체의 유효성까지 분석하고 비판적 대안을 제시하는 전문적 영역으로서 기능해야 한다. 이 때문에 예산감시 활동 집단의 유형은 전문 연구 집단의 성격을 가질 필요가 있다. 이러한 유형의 조직은 수익활동이 제한적일 수밖에 없기에 사회적 시스템의 재정지원이 불가피하다. 하지만 우리의 비영리조직법은 예산감시 활동을 지원범위에 포함하지 않고 있다. 예산감시 목적의 NGO에 대한 기부가 다른 유형의 기부에 비해 불리한 공제 혜택을 받는다는 점에서 민간의 기부금 확보에서 불리한 위치에 있다. 이에 최소한 예산감시 활동이 정부의 재정지원이나 기부금 확보에서 불리하지 않도록 현재의 지원제도는 개선되어야 한다. 하지만 예산감시 활동의 예산 분석은 특정 집단의 이익이 포함될 가능성도 있다. 이러한 점에서 로비 가능성을 지원의 기준으로 사용하는 미국의 지원제도는 참고할 만하다. 미국은 예산감시 활동의 유형을 로비의 가능성으로 구분하여 로비를 인정하지 않는 감시단체에는 그 단체에 납부하는 시민의 회비에 대해 조세감면을 인정하는 방식으로 공정한 감시를 지원하고 있다. 조세감면을 인정받지 않지만 로비가 가능한 단체는 예산 분석뿐만 아니라 집권정당의 정책 관련 인력풀로서 기능하기도 한다. 미국의 사례는 예산과 관련한 시민사회의 참여가 체계적으로 이루어질 수 있는 방안 마련이 필요하다는 것을 시사한다.

영문 초록

Citizens participation in the government budget can be made in various ways, including participation in the budget decision process and budget monitoring activities. Citizens participation in the budget decision-making process in Korea is positively evaluated in terms of citizens participation in the decision-making process. In the case of budget monitoring, it received attention in the early 2000s when the need was recognized, but its activities are currently minimal. The budget monitoring civic movement should function as a professional area that analyzes the validity of government policies themselves and presents critical alternatives, as the government s budget is a highly specialized area, budgets should be considered based on past activities, and budget decisions should be considered in the long- and short-term aspects. For this reason, the type of budget monitoring activity group needs to have the character of a professional research group. This type of organization is bound to have limited revenue activities, which inevitably leads to financial support from the social system. However, our non-profit organization law does not cover budget monitoring activities. Contributions to NGOs for budget monitoring purposes are at a disadvantage in securing private contributions in that they receive disadvantageous deductions compared to other types of contributions. Therefore, the current support system should be improved so that at least budget monitoring activities are not disadvantageous in securing government financial support or donations. However, a preliminary analysis of budget monitoring activities may include the interests of a particular group. In this regard, the U.S. support system, which uses the possibility of lobbying as the basis for support, is worth noting. The U.S. categorizes the types of budget monitoring activities into the possibility of lobbying and provides fair monitoring to monitoring organizations that do not recognize lobbying by recognizing tax breaks for membership fees paid to them. The organization that is not recognized for tax breaks but can lobby not only functions as a budget analysis but also as a policy-related manpower pool for the ruling party. The U.S. case suggests that the systematic participation of civil society in relation to the budget is possible through the improvement of the donation-related system.
