일본 정부의 SDGs 이행 실천 현황과 도전과제

국문 초록

SDGs를 국가와 도시 미래 전략으로 설정한 일본 정부는 SDGs추진본부와 다양한 이해관계자와 제휴하는 SDGs 추진 원탁회의를 통해 SDGs 실시지침과 행동계획(SDGs 액션플랜)을 제시했다. 일본 정부의 SDGs 추진은 기존의 「인간의 안전보장」과 연계된 다음의 3개의 기둥을 핵심으로 한다. 그것은 ① SDGs와 연동하는 Society 5.0 의 추진, ② SDGs를 원동력으로 한 지방창생, ③ SDGs의 주역으로서 차세대･여성의 권한 강화이다. 지난 5년 동안 일본 정부의 SDGs 실천은 일본경제단체연합회의 행동헌장 개정과 ESG, SDGs 달성을 위한 과학기술혁신 (STI for SDGs)가 연계된 SDGs 경영 확산, SDGs 미래도시와 시범사업을 통한 지방창생의 가능성 확인, 차세대 SDGs 추진 플랫폼 구축 등 여성과 청년의 활약 제고 등의 성과를 내었다. 그러나 SDGs를 둘러싼 가치와 이념, 규범 정립, 인지도 제고, 진척도가 낮은 목표의 향상 대책 마련, 2030년까지 SDGs 달성을 위한 효과적인 체계와 수단의 혁신 등은 과제로 남아 있다. 본 연구는 동아시아에서 가장 선진적인 SDGs 추진국가인 일본 정부의 SDGs 대응 상황을 소개하고 한국형 SDGs 이행실천의 시사점을 찾는 것을 목적으로 한다. 일본 사례는 한국 SDGs의 이행실천의 거울이 될 수 있기 때문이다. 본 연구는 일본 SDGs에 대한 탐색적 성격의 연구라 할 수 있다. 본 연구는 일본 정부와 각 부처, 기관이 생산한 SDGs 관련 1차 자료와 일본에서 된 SDGs 도서와 논문, 기사 등 2차 자료를 교차 분석하였다, 분석의 시기는 SDGs 채택 이후 2020년 11월까지로 한정한다. 분석 대상은 정부정책과 사업 수준으로 나누어 일본의 SDGs의 도입 배경, SDGs에 대한 인식(가치와 이념), 일본 SDGs 특징, 협동의 구조와 과정, 성과와 과제를 소개하고 분석한다.

영문 초록

The Japanese government, which has set SDGs as its national and urban future strategies, presented SDGs guidelines and action plan (SDGs action plan) through SDGs drive roundtable discussion with various stakeholders. The Japanese government s SDGs drive is based on the following three pillars linked to the existing Human Security. They are; ① the promotion of Social 5.0 , which is linked to SDGs, ② the creation of localities with 2 SDGs as the driving force, and ③ the strengthening of the authority of next generation and women as the main players of SDGs. The Japanese government s practice of SDGs over the past five years has resulted in the boosting of the activities of youth and women, which includes; revision of the Japanese Federation of Economic Organizations code of conduct and ESG, the spread of SDGs management linked with STI(Science & Technology Innovation) for SDGs, the identification of the possibility of creating localities through SDGs future cities and model projects, and the establishment of a platform for promoting next-generation SDGs. However, establishing values, ideologies, norms, raising awareness, preparing measures to improve the targets with low-progress and establishing effective systems and means to achieve SDGs by 2030 remain a challenge. The purpose of this paper is to introduce the situation of SDGs response by the Japanese government, the most advanced SDGs country in East Asia, and to find implications for implementing Korean SDGs. This is because the Japanese case could serve as a mirror for the implementation of Korean SDGs. This paper can be called as an exploratory study of Japanese SDGs. This study cross-analyzed the primary data related to SDGs produced by the Japanese government, ministries and agencies, and the secondary data such as SDGs books, papers and articles published in Japan. The timing of the analysis is limited until November 2020 from the adoption of SDGs. The analysis targets are divided into government policies and project levels to introduce and analyze the background of introduction of SDGs in Japan, recognition (value and ideology) of SDGs, characteristics of Japanese SDGs, structure and process of cooperation, and performance and tasks.
