국문 초록

최근에 환경문제는 인류 생존을 위협할 정도로 심각해지고 있다. 기업의 영리추구 활동이 환경에 영향을 크게 미치는 산업 중의 하나는 관광산업이다. 관광산업에서는 여행객들을 유치하기 위해 지역의 대규모 개발을 진행하며, 이 과정에서 환경훼손의 문제를 피할 수 없기 때문이다. 관광기업의 개발과정은 법적 근거를 바탕으로 정부가 규제해야 하지만, 법제도의 틈을 타서 난개발이 진행되는 것 또한 현실이다. NGO는 이러한 상황에서 하나의 대안이 될 수 있다. 지역을 기반으로 하는 NGO는 해당 지역이 처한 상황과 문제점에 대해 이해하며, 개발을 진행하는 주체와 시민들의 의사를 조율하는 역할을 수행할 수 있기 때문이다. 본 연구에서는 제주특별자치도의 곶자왈이라는 지역과 관련된 사례연구를 통해 NGO 단체의 역할에 대해 분석하였다. 곶자왈은 제주도에 널리 분포한 지형으로, 람사르 협약을 통해 보존 필요성을 인정받은 귀중한 생태학적 자원이다. 그러나, 법 제도의 맹점을 이용한 다수의 기업에 의해 난개발이 자행되고 있다. 이에, 본 연구에서는 제주지역의 NGO 단체인 곶자왈 공유화재단의 활동 중 관광기업의 자발적 CSR을 끌어낸 사례를 분석하여 시사점을 제시하고, 향후 NGO 단체로서의 활동방안에 대한 제언을 수행하였다.

영문 초록

The recent environmental problems are serious enough to threaten human survival. One of the industries in which corporate profit-seeking activities greatly affect the environment is tourism. This is because the tourism industry conducts a large-scale development of a region to attract tourists, and in this process, a problem of causing environmental damage cannot be avoided. The development process of tourism companies must be regulated by the government on the basis of legal grounds, but it is also a reality that reckless development proceeds due to gaps in the legal system. NGOs could be an alternative solution for such situation. This is because a region-based NGO understands the situation and problems faced by the region, and can play a role in resolving the opinions of the developer and citizens of the conflicted region. In this study, the role of NGOs was analyzed through case studies related to the Gotjawal area of Jeju Special Self-Governing Province. Gotjawal is a widely distributed terrain in Jeju Island and is a valuable ecological resource recognized for the need for conservation through the Ramsar Convention. However, it is being destroyed by a number of companies that have taken advantage of the blind spots of the legal system. Therefore, in this study, we analyzed cases that led to voluntary CSR of tourism companies among the activities of the Gotjawal Public Relations Foundation, an NGO organization in Jeju, and presented implications, and suggested plans for future NGO activities.
