국문 초록

이 연구는 환경운동단체의 창립과 주요한 환경이슈를 중심으로, 지난 30여 년간 대전지역에서 진행된 환경운동의 장기적 변동과정을 정리하고 분석한 것이다. 연구 결과를 요약하면 다음과 같다. 첫째, 1989, 90년에 벌어진 대중적인 환경운동(미8군 대전이전반대운동, 금강제2휴게소 건설반대운동)과 87년 민주화 이후 성장한 지역사회운동세력을 기반으로 대전지역의 전문환경운동단체(대전환경운동연합, 대전충남녹색연합)가 창립할 수 있었다. 즉, 90년대 전문환경운동단체의 등장은 인지적 해방과 원초적 집단이 결합하는 소집단 상황의 미시동원맥락이 아니라 공식화 수준이 높은 운동조직들 간의 연대, 즉 구조적･문화적 통합인 중위동원의 산물이다. 둘째, 90년대 등장한 전문환경운동단체를 초기에 안정화시키고 환경운동을 대중화하는 데 있어 중산층 여성(주부)들이 주요한 역할을 했다. 셋째, 98년 민주정부(김대중정부)로의 수평적 정권교체는 제도정치영역의 개방을 가져왔고, 이는 정부와 시민사회의 환경운동세력이 함께하는 거버넌스형 환경운동단체(대전충남 생명의 숲, 대청호보전운동본부)의 창립을 유인했다. 넷째, 환경운동세력과 지방정부의 상호 필요는 환경운동의 제도화 과정을 가속화 한 측면이 있다. 90년대 초･중반 개발과 보전을 둘러싸고 대립하던 지방정부와 지역환경운동세력은 90년 후반 2000년대를 경과하면서 갈등하면서도 협력하는 갈등적 협력관계로 전환되었다. 이 연구는 30여 년간 진행된 대전지역환경운동사를 정리하고 분석하는 작업이다. 이후 세부적으로 진행될 대전지역 환경운동 연구의 기초자료로 적극 활용될 수 있을 것으로 보인다.

영문 초록

This study organizes and analyzes the long-term processes of change in environmental movements progressed in the Daejon area over the past 30 years, focusing on the establishment of environmental movement organizations and major environmental issues. The research results can be summed as follows. First, professional environmental movement organizations of the Daejon area (The Daejon Federation for Environmental Movements, the Daejeon and Chungnam Green Alliance) could be established based on local social movement forces that grew after popular environmental movements of 1989 and 1990 (The Eighth United States Army Daejon Relocation Opposing Movement, The Geumgang 2nd Rest Area Anti-Construction Movement) and local social movement powers that grew after democracy in 1987. In other words, the appearance of professional environmental movement organizations of the 1990s are the result of solidarity among movement organizations with high levels of formalization and the mesomobilization of structural and cultural integration and not cognitive liberation and micro-mobilization contexts of convocation group situations in which primitive groups joined together. Second, middle-class women (housewives) played a major role in stabilizing professional environmental movement organizations that appeared in the 1990s early on and in popularizing environmental movements. Third, the horizontal shift of power to a democratic government (Kim Dae Jung administration) in 1998 brought about the opening of institutional political domains and this led to the establishment of governance-type environmental movement organizations in which the powers of the government and civic society environmental movements work together (Daejeon Chungnam Forest of Life, Daecheong Lake Conservation Movement Headquarters). Fourth, the mutual needs of environmental movement forces and local governments have accelerated the institutionalization process of environmental movements. Local governments and local environmental movement forces, which had been at odds over development and conservation in the early and mid-1990s, have come to have conflicting cooperative relations as they went through the late 1990s and 2000s. This study organizes and analyzes the history of environmental movements in the Daejon area over the past 30 years. It will actively serve as base material for detailed research on environmental movements in the Daejon area.
