국문 초록

본 연구는 1990년 이후 유효세율의 변화를 조사하였다. 본 연구는 기업의 국내원천 및 국외원천 유효세율을 분석하였다. 또한 본 연구는 유효세율 변화를 설명하기 위해 추가분석을 수행하였다. 연구결과는 유효세율이 유의하게 감소하며, 다국적기업과 내국기업의 유효세율은 유사하게 감소하였다. 다국적기업 내에서는 국외원천 및 국내원천 유효세율이 모두 감소하였다. 추가분석 결과는 유효세율이 유의적으로 감소하였다. 내국기업의 유효세율이 다국적기업의 유효세율과 본질적으로 동일하며, 내국기업의 유효세율이 다국적기업의 유효세율에 보다 낮다는 본 연구의 분석결과는 다국적기업의 조세회피와 낮은 세율에만 초점을 맞추고 있는 것은 오류가 있을 수 있다는 것이다.

영문 초록

This paper investigates changes in effective tax rates after 1990. We examine domestic and foreign effective tax rates for corporations that have income from foreign sources(multinational firms). And, we perform a number of additional tests to explain the trend in effective tax rates. The results of this paper find that effective tax rates have decreased significantly. Effective tax rates have declined at approximately the same rate for both multinational and domestic firms. Within multinational firms, both foreign and domestic effective tax rates have decreased. The Result of additional analysis suggests a significant decrease in effective tax rates over time. Our findings that effective tax rates have declined for domestic firms at essentially the same rate as for multinational firms and that domestic firms do nat on average have significantly lower effective tax rates than multinational firms suggest that almost singular focus on multinational firms for tax avoidance and low tax rates could be misplace.
