방위산업의 규제개혁과 시장구조분석

국문 초록

방위산업분야는 여러 경제 분야 중에서 특이하게 무기체계의 구매에 있어서 정부가 독점적인 수요자로 강한 시장집중도를 갖고 있으며 정부의 방위산업 정책은 방산시장을 거의 대부분 통제할 수 있다. 그러나 방위산업분야는 방위산업체가 대기업 형태로 독과점 형태의 시장구조를 갖고 있어 시장지배력이 한 층 더 강화되고 있으나 정부는 신규업체의 방산시장 진입을 방해하는 기존 방위산업체의 전략적 행위에 대한 세부적인 정보의 부족으로 그들의 광범위한 시장지배력에 효율적으로 대응하지 못하고 있으며 최근까지 그와 관련된 방위산업분야의 시장구조 개선에 대한 조사 및 분석은 거의 없었다. 본 연구는 국내 방산시장의 구조를 분석하고 그 결과를 토대로 경쟁 상태를 계량화하고 방위산업의 경쟁 정책의 도입에 따른 영향을 추정하였으며 실증 분석한 결과에 따르면 정부의 방산정책의 도입은 방산시장의 구조에 중대한 영향을 미치는 것을 확인할 수 있었다. 특히 방산시장의 국가 경쟁력 향상과 신규 업체들의 방산분야 참여를 확대하기 위한 전문화 및 계열화제도의 폐지는 방산시장의 상위 업체들의 집중도를 감소시켜 업체들 간의 경쟁을 확대하여 방산시장의 구조변화에 가장 많이 영향을 미친 것으로 분석되었다. 시장구조는 기업의 성과에 중요한 역할을 하며 규제 당국의 정책이나 규제의 구속을 받을 때는 기업의 전략적 행동이 경쟁자의 시장지배력과 같은 시장구조의 특성에 더 많이 영향을 받게 되므로 방위산업분야의 경쟁 정책 도입에 따른 방산 시장의 구조변화는 방위산업체들의 원가 및 이익조정 전략에 중대한 영향을 주었을 것이라 기대된다. 따라서 향후에는 본 연구에서 분석된 결과를 토대로 정부의 방산정책의 도입에 따른 방산시장의 시장구조 변동과 연계하여 방위산업체가 이익극대화 및 시장점유율 확대를 위하여 어떠한 형태의 원가 및 이익조정 전략을 선택했는지 대한 추가 연구의 필요성을 제기한다.

영문 초록

The defense sector of the economy has several unique aspects. There is virtual monopsony in the demand for military products and significant concentration among the defense firms and the defense policy for improving the Domestic Defense Industry could largely control the defense firms in the defense market. However The current monopolistic and oligopolistic structure of defense contractors within industries and conglomerates across industries is not the result of their being more cost efficient than competitors. The knowledge base about defense contractors has not been sufficient to effectively oppose their extensive power. This paper investigated the Market Structure of the Domestic Defense Industry on the effect of the Defense Policy. we analyzed the concentration ratio of the defense market by calculating the Market Share, CRk, and HHI among the defense firms in the Domestic Defense Industry. Recently, the ROK government abolished several regulations such as the specialization and systematization which had been a symbol of protective regulations to improve the national competition and motivate new defense firms to participate in defense industry. According to this research, we found that especially abolishment of the Specialization and Systematization had reduced the concentration among domestic defense firms which had been highly ranked in domestic defense industry. The result that defense policy for the market competition significantly affected the defense market structure of the defense industry could help determine the defense policy in the future we think that an additional researches should be needed for the analysis on the defense firm s strategies related to cost behavior and earning management to prevent new defense firms in the future.
