국문 초록

공공부문의 연구원은 다양한 분야에 걸쳐 정부의 정책개발 및 정책수행 등을 지원함으로써 국가 및 지역의 성장잠재력을 확충하고 경쟁력을 강화한다는 점에서 그 사회적 기능과 역할이 매우 중요하다. 최근 들어 이들에 대한 체계적, 효율적 관리의 중요성이 증가함에 따라 정부는 일반 공기업과 유사한 경영성과평가시스템을 도입하였다. 일반적인 공공기관의 경영평가와는 달리 연구기관의 성과평가는 연구사업의 불확실성과 성과측정의 어려움 등 여러 가지 내재적 한계점을 고려할 필요가 있다. 그러나 연구기관의 수가 많지 않고, 이들 사이에 특성이 다양하기 때문에 연구기관의 성과평가에 대한 연구는 그 필요성에 비해 많이 다루어지지 않고 있다. 이에 따라, 본 연구는 경기도가 출연하여 설립한 지방연구원의 경영평가 사례를 통해 연구기관에 적합한 경영평가의 개념구조 및 평가지표 설정체계를 분석하고, 구체적인 평가지표를 예시하였다. 경기개발연구원의 경영평가는 균형성과표의 철학에 근거하여 경영평가의 개념구조를 설정하고, 공공부문 관점에서의 가치창조경영을 실현할 수 있도록 하였다. 또한, 평가지표의 전략적 연계성과 균형성을 성과평가체계에 반영하고 있다. 경영평가 개념구조에서 파악된 각 단계의 핵심 관점을 책임경영, 주요사업, 창의경영의 3개의 분야로 재조합하여 여러 가지 관점의 평가지표 사이에 균형적 통합을 유도하였다. 또한 전략적 연계성의 관점에서 설정된 평가체계가 실질적인 동기부여 기재로 활용될 수 있도록 고려하였다. 본 연구는 균형성과표 관점에서 연구기관의 특성에 알맞은 경영평가체계의 사례를 제시함으로써 기존 연구에 추가적인 공헌점을 갖는다. 또한, 연구원 경영평가의 전 과정에 대한 구체적인 사례를 제시함으로써 다른 연구기관의 평가에 실질적인 참고가 될 수 있다. 마지막으로, 지방연구원에 대한 최초의 사례연구로서 의의가 있다.

영문 초록

The public enterprise has a critical effect on national economy directly or indirectly. As popular interest about the public enterprise’s performance and management increased, the government decided to introduce the performance measurement systems in order to manage the public enterprise efficiently and systematically. Likewise, the performance measurement system has been introduced in the local government research institute. The local government research institute is a certain institute whose goal is to research several study under local government aid. This paper investigates the case study on the introduction of performance measurement system to evaluate the performance of Gyeonggi Research Institute(hereafter, GRI). The local government, Gyeonggi-do, appraises the performance of GRI using the performance measurement system in order to asses the institute with objectivity and fairness as the Ministry of Public Administration and Security notify the plan of performance evaluation in 2008 about local government research institute. This paper analyzes and shows the general process of performance measurement system including the process of setting evaluation indicators, the setting of evaluation indicators, the evaluation system. The evaluation indicators in GRI consist of 3 criteria, such as responsibility management, main business, creative management. We also use the integrated indicators to evaluate the quantitative and non-quantitative perspectives. This paper contributes in that it is the first paper of researching performance measuring system in local government research institute and the foundation of follow-up research of this field.
