프랑스 내 무슬림 차별 기원으로서의 식민주의 유산

국문 초록

본 논문의 목적은 프랑스의 식민정책 가운데 알제리를 대상으로 한 동화정책의 내용과 그 한계를 살펴보는 데 있다. 필자는 먼저 프랑스의 알제리 정복과 프랑스의 식민정책에 따른 법적 동화정책을 살펴본 후, 알제리 무슬림이 국적은 프랑스이지만 시민권을 갖지 못한 이유를 고찰하였다. 이에 대한 가장 커다란 이유는 종교와 문화의 차이였다. 나폴레옹 3세와 같이 무슬림임을 인정한 채 프랑스 국적을 부여하는 것을 허용하는 정책이 일시적으로 추진되기도 하였으나 제3공화국 이후 프랑스는 개종을 하지 않은 알제리 무슬림들에게는 온전한 시민권을 부여하지 않았다. 이러한 현상은 오늘날 프랑스에서 무슬림이민자 통합문제에도 그대로 적용된다. 오늘날 프랑스에 거주하고 있는 400-600만 명의 무슬림이 비록 프랑스 국적과 시민권을 보유하고 있다고 할지라도, 끊임없이 사회적 차별을 받고 있기 때문이다. 히잡과 같은 단순한 옷차림의 문제가 공화국의 근간을 흔드는 문제로 비화되고, 궁극적으로는 테러리스트의 동조자로 간주되기도 한다. 무슬림이민자가 프랑스 사회에 통합되는 데 가장 중요한 요소로 이슬람이라는 종교와 함께 프랑스공화국의 근본주의(intégrisme) 원칙이 가장 큰 문제로 떠 오른다. 여기에 알제리 출신 무슬림의 경우에는 식민주의의 경험이 또 하나의 커다란 변수가 될 것이다.

영문 초록

The purpose of this paper is to examine the contents and limitations of the assimilation policy targeting Algeria within the context of French colonial policies. I first looked at the French conquest of Algeria and the legal assimilation policy according to the French colonial policy, and then I examined the reasons why Algerian Muslims had French nationality but did not have citizenship. The most significant reason for this was the difference between religion and culture. A policy permitting French citizenship to be granted that recognized Muslims, such as Napoleon III, was temporarily promoted. However, after the Third Republic, France did not grant full citizenship to Algerian Muslims who had not converted. This phenomenon also applies to the integration of Muslim immigrants in France today. Indeed, there are nearly 4-6 million Muslims living in France today, and even though they hold French nationality and citizenship, they are constantly faced with social discrimination. The problem of simple clothing such as a hijab becomes a problem that shakes the foundations of the French Republic and is ultimately regarded as a terrorist sympathizer. Along with the religion of Islam as the most important factor in the integration of Muslim immigrants into French society, the fundamentalist principles of the French Republic emerge as the biggest problem. In the case of Algerian Muslims, the experience of colonialism can be considered another key factor.
