국문 초록

동유럽의 역사적 변화는 1989년 고르바초프와 미국 대통령 조지 부시의 합의를 통해 철회할 수 없는 영구적 사안으로 확정되었다. 1945년 2월 얄타 협정으로 시작된 냉전이 1989년 끝났다는 데는 이론의 여지가 없다. 동유럽 지역에 주둔해 있는 소련 군대가 철수하였고, 이는 동유럽 국가들이 각각의 주권을 회복한다는 의미였다. 이러한 국제적 환경과 더불어 헝가리는 카다르 정권의 몰락과 굴라시 공산주의의 퇴조라는 국내 정치적 요인이 맞물려 동유럽 사회주의 국가 중 체제전환의 제일 선두에 자리할 수 있었다. 헝가리 체제전환의 내부적 요인은 카다르 시대에 비교적 성공적으로 유지되어온 헝가리식 사회주의가 더 이상의 성장 동력을 잃고 주저앉았다는 데 있었고, 이 사실을 국민이 인지하고 있어 체제전환의 필요성과 당위성이 받아들여졌으며, 공산당도 이 변화를 인지하고 있었다는 것이다. 공산당은 헝가리의 범야권 세력과 협상을 통하여 체제전환의 조건들을 협의했고, 그들과의 합의에 따라 헝가리의 체제전환은 순조롭고 평화롭게 진행되었다. 물론 소련은 이와 같은 헝가리의 체제전환 과정에 개입하거나 방해하지 않았다. 헝가리는 이러한 대내외적인 조건과 환경에 의하여 체제전환과 완전한 주권회복을 이루었던 것이다.

영문 초록

The historic change that swept Eastern Europe became irreversible as a result of the agreements reached between Soviet President Mikhail Gorbachev and US President George HW Bush in 1989. There’s no doubt that the Cold War that had begun with the Yalta Agreement in February 1945 ended in 1989. Soviet troops stationed in Eastern Europe were withdrawn, which meant that Eastern European countries would regain their sovereignty. In addition to this international environment, Hungary was at the forefront of system transition among the socialist countries in Eastern Europe, with domestic political factors such as the fall of Kadár’s regime and the decline of Gulyás communism. The endogenous factor behind the transition of Kadár’s regime was that Hungarian socialism, which had been relatively successfully maintained in the Kadár era, had lost its growth engine and collapsed, and as the people were aware of this fact, the necessity and the justification of the system change was accepted. In other words, the Communist Party was also aware of this change. The Communist Party negotiated the conditions for the regime change through negotiations with the Hungarian opposition groups, and according to the agreement between them, the Hungarian regime change proceeded smoothly and peacefully. Of course, the Soviet Union did not intervene or interfere with the Hungarian regime change process. Hungary has achieved a system transformation and complete sovereignty recovery due to these endogenous and external conditions and circumstances.
