국문 초록

이 연구는 미-중 무역 분쟁에 대한 EU의 입장과 대응을 통상정책 차원에서 살펴보고, 이를 분석함으로써 한국의 통상정책에 대한 시사점을 도출하는 것을 목적으로 하였다. 이 연구에서는 EU의 대중국 통상정책에 중점을 두고 분석함으로써 EU의 정책이 미국의 대중국 정책과 어떠한 점에서 차별화되는지를 조명하였고, 이를 위해 서방-중국 간 갈등 요인으로 떠오른 화웨이(Huawei) 사례를 분석하였다. EU는 중국을 통상 협력의 파트너, 협상 상대국, 경제적 경쟁국, 체제적 경쟁 상대국으로 고려하여 복합적이고 다차원적인 통상관계를 형성하고 있다. EU는 화웨이 사례의 미-중 무역분쟁에 대응해서 전략적 자율성을 발휘하고 있다. EU는 회원국이 화웨이 제재에 우회적으로 대응할 수 있도록 5G 네트워크 보안의 리스크 완화 조치를 제시하고 있다. EU는 기술적 조치와 전략적 조치를 병행 이행함으로써 전략적이고 탄력적인 대응책을 활용하고 있다. 한국은 EU의 체계적 시간 벌기와 전략적 자율성의 정책 시사점을 활용하고 통상정책의 인프라를 확충함으로써 미-중 무역분쟁의 불확실성에 탄력적으로 대응할 수 있을 것이다.

영문 초록

This study examines how the EU s trade policy responds to the US-China trade conflict and focus on the case of Huawei. It aims to examine the EU s response to the U.S.-China trade conflict in its trade policy and to derive implications for Korea. To this end, this study reviews EU’s trade policy with China and examines the case of Huawei, which has emerged as a source of conflict between the advanced economies, including US and the EU, and China. The EU takes a compromising position on China, defining it as a cooperation partner, a negotiating partner, an economic competitor and a systemic rival promoting alternative models of governance. The EU is exercising strategic autonomy in response to the trade dispute between the US and China in the Huawei case. The EU is proposing measures to mitigate the risk of 5G network security so that member states can respond indirectly to Huawei sanctions. The EU is utilizing strategic and flexible countermeasures by implementing strategic measures as well as technical ones. Korea will be able to respond flexibly to the uncertainty of US-China trade disputes by taking advantage of the EU s policy implications for systematic time gain and strategic autonomy, and expanding the infrastructure for trade policy.
